National and State Activities Regarding GMD State Activities 85 (R), HB 407 Relating to Protection of Electric Power Transmission and Distribution System. • Commission Shall Identify and Implement Design Standards for T&D Systems to Limit EMF Levels and to Protect the T&D Systems. • Commission Shall Require Independent Organization to Consider EMF Levels When Determining Public Need for a Transmission Line. • Electrical Power Grid Reliability Task Force Will Be Created to Study Measures to Protect and Strengthen T&D Systems from All Hazards and to Submit a Report to the Governor and Legislature No Later Than September 1, 2018. • Act and Task Force is Abolished September 1, 2019. National and State Activities Regarding GMD Continued 85 (R), SB 83 Relating to Protection of Energy Critical Infrastructure from Electromagnetic (EMF), Geomagnetic, Terrorist and Cyber-Attack Threats. • Electromagnetic Threat Preparedness Task Force Will Be Created to Develop a Comprehensive Recovery Plan No Later Than September 1, 2018. • Independent Organization (Section 39.151) Shall Collect and Compile Information Related to Security of the Electric Grid. • Grid Security Advisory Committee Shall be Created and Study Texas Electric Grid and Computer Systems and Networks Related to the Grid and Prepare a Report No Later Than December 1, 2018. National Activities • NERC Approved the NERC GMDTF Proposal to Respond to the FERC’s Directives. • NERC GMD SDT WebEx on January 17 through 19, 2017. • FERC Deadline for Responses is May 29, 2018. PGRRBen Richard’s 12/21/2016 E-mail PGDTF: Attached please find my first cut at the Draft PGRR for compliance with TPL-007-1 Requirement 1. This document will need to receive full ERCOT internal review before being submitted to ROS and perhaps before being submitted to PLWG for approval. Accordingly, it is being offered to you for comments before having received full ERCOT internal review, as well as in parallel to ongoing ERCOT review, so please duly note this. I initially included dates and relative dates in this document but removed them after discussions with Mike J and while interpreting the “Guidelines for Creation/Modification of Planning Guides” to suggest that details would best be including in working group procedural documents instead of the Planning Guides (See “Guidelines for Creation/Modification of Planning Guides” http://www.ercot.com/committee/plwg ). I subsequently submitted them without dates for a first cut review by Jeff. Yet, Jeff’s first cut comments indicated that he felt we need the dates so I left his comments in the attached along with my responses as additional points for discussion. PGRRContinued Also, below are some potential, best case scheduling, sponsoring scenarios for comparison. The TSP/RE sponsor for posting appears to be least likely. And, as I understand it, since PGDTF is a task force and not a working group, PGDTF would need ROS to direct it to sponsor this PGRR creating some scheduling concerns. Yet, I still have scheduling concerns with ERCOT sponsoring this PGRR, receiving comments from PGDTF on 1/11/17, and submitting to RevisionRequest@ercot.com the next day (1/12/17), so we still need to sort through all of this and your comments would be appreciated.
