Test Administration ScheduleFSA and NGSSS EOCs CBT PBT *Students taking the Algebra 1 course at the feeder senior high schools will take the FSA Algebra 1 EOC test on July 22-23, between 10 a.m. to 6 p.m., with make-up testing on July 24-25. **Testing for other students and other subjects will be held at feeder senior high schools in accordance with their summer school schedule, Monday through Thursday from 2:00 p.m. to 6:30 p.m., as resources allow.
EOC AssessmentsTest Administration Information Session Lengths by EOC Subject * Any student who has not completed an FSA EOC session by the end of the allotted time may continue working; however, each session may last no longer than half the length of a typical school day. ** Any student not finished by the end of the 160-minute NGSSS EOC test session may continue working; however, testing must be completed within the same school day. FSA Glossary • American Institutes for Research (AIR): AIR is the assessment vendor for FSA assessments. • Data Recognition Corporation (DRC): DRC is the vendor responsible for processes associated with paper-based FSA materials, including printing, shipping, receiving, and scanning. • FSA Portal: Resources and information for district and school personnel are located on the FSA Portal, which is accessed at www.FSAssessments.org. • The portal includes links to the Test Information Distribution Engine (TIDE), Test Administrator (TA) Training Site, Test Delivery System (TDS), and the FSA Reporting System. FSA Glossary • FSA Reporting System: The FSA Reporting System delivers state, district, and school score results. • FSA Secure Browser: The secure browser allows students to access the computer-based FSA assessments. This software must be installed on all computers or devices that will be used for student testing. • Session ID: Session IDs are unique codes generated by the Test Administrator (TA) Interface. In addition to their first names and usernames, students use the Session ID to log in to computer-based FSA assessments. CBT PBT
NGSSS Glossary • PearsonAccess Next (Blue site) (www.fl.pearsonaccessnext.com) is a website used for test preparation, setup, administration, and reporting tasks for NGSSS EOC testing. • Pearson Access Next Training Center (Brown site) provides an opportunity to practice PearsonAccess Next tasks and is the means of managing the Infrastructure Trial in preparation for testing. • TestNav 8 (TestNav) is the platform that Florida uses for NGSSS EOC computer-based statewide assessments. NGSSS Glossary • Proctor Caching is the process of loading test content locally on a computer for all NGSSS EOC computer-based testing at the school level. CBT
Students to Be Tested FSA and NGSSS EOC Assessments • Students enrolled in and completing one of the courses aligned to the Florida Standards (FS) and Next Generation Sunshine Standards (NGSSS) participate in the appropriate EOC assessment as indicated in the manuals. • FSA Algebra 1 • FSA Geometry • NGSSS Biology 1 • NGSSS US History CBT PBT
Students to Be Tested FSA and NGSSS EOC Assessments • Eligible students also include: • Students who still need to pass an assessment for graduation purposes (FSA Algebra 1) • Students who wish to earn scholar designation (standard diploma) and still need to earn a passing score on an assessment (Geometry, Biology 1, US History EOC) • Students who have not yet taken an EOC assessment that needs to be averaged as 30% of their course grade • Students who are in “grade forgiveness” programs and wish to retake an assessment to improve their course grades • Students in a credit acceleration program (CAP) who wish to take an assessment to earn course credit CBT PBT
Students to Be Tested CBT PBT Important Note: Please do not add any special program students in TIDE or PearsonAccess Next under your school for testing. District staff will forward, to SAC at opens sites, testing information for eligible students.
Students to Be Tested: ELL English Language Learners (ELLs) • All ELL students enrolled in tested EOC subjects are expected to participate in the statewide assessments no matter how long these students have been enrolled in a U.S. school. • ELL students (Levels 1-4) must be provided with the allowable accommodations listed on Appendix A of the manuals. PBT Accommodations • All open summer sites must place orders for PBT accommodations for eligible students with an IEP or Section 504 Plan via the PBT Accommodations App: • Log into your M-DCPS employee portal. • Select the Apps|Services|Sites tab, then select the Assessment Services Application • Select the PBT Accommodations link and complete the Request form for each student, as eligible • Principals can provide access via QUAD A, select WPBS-PBA Schools. Refer to QUAD A User Guide (refer to Weekly Briefing # 22049). • Note: Contact Mara Ugando if access to the app is not available. • Orders are processed and ready for pick up at TDC within 24 to 48 hours. • Always call TDC at 305-995-3743 to ensure materials are ready. Student Registrations • All eligible students must register for the Summer EOC at the school where they will test, unless already enrolled in the summer course at an opened site. • Complete the registration roster for students taking an EOC test from a closed site, including students enrolled in the summer Algebra 1 course from a closed site. • The registration roster can be found in Weekly Briefing #24752. • Email the roster to Mara Ugando at mugando@dadeschools.net by Monday, July 8. • These students will be added to TIDE and/or PearsonAccess to ensure test results are reported accurately to their home schools. • FSA test tickets will be forwarded to the school assessment coordinator and/or students will be placed in a test session in PearsonAccess Next. Test Security Policies and Procedures • Florida State Board of Education Rule 6A-10.042, FAC, was developed to meet the requirements of the Test Security Statute, s. 1008.24, F.S., and applies to anyone involved in the administration of a statewide assessment. • The rule prohibits activities that may threaten the integrity of the test. • Appendix C of the FSA and Appendix D of the NGSSS CBT Manuals provides the full text of the Florida Test Security Statute and State Board of Education Rule. • Please remember that inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement. Test Security Policies and Procedures • Examples of prohibited activities include the following: • Reading or viewing the passages or test items before, during, or after testing • Revealing the passages or test items • Copying the passages or test items • Explaining or reading the passages or test items for students • Changing or otherwise interfering with student responses to test items • Copying or reading student responses • Causing achievement of schools to be inaccurately measured or reported CBT PBT
Test Security Policies and Procedures • After any administration, initial or make-up, secure materials (e.g., test tickets, used worksheets, used work folders) must be returned immediately to the school assessment coordinator and placed in locked storage. • No more than three people should have access to the locked storage room. • Students and unauthorized school personnel are not permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing • Secure materials must never be left unsecured and must not remain in classrooms or be taken off the school’s campus overnight. • Any monitoring software that would allow test content on student computers/devices to be viewed or recorded on another computer or device during testing must be turned off. Test Security Policies and Procedures • Test administrators must not administer tests to their family members. • Students related to their assigned test administrator should be reassigned to an alternate test administrator. • A student’s parent/guardian should not be present in that student’s testing room. Admission of Students to Testing • For security purposes, photo identification, such as school ID, must be checked before admitting unfamiliar students to a testing room. CBT PBT
Test Security Policies and Procedures Caveon Data Forensics • The FDOE uses Caveon Test Security to provide its Caveon Data Forensics™ for all statewide assessments. • Caveon analyzes data to identify highly unusual test results for two primary groups: • Students with extremely similar test responses • Schools with improbable levels of similarity, gains and/or erasures • Flagging only the most extreme results. Test Security Policies and Procedures Proctors Non-School Personnel • May assist test administrators during test administration • May NOT participate in any of the test administration procedures (e.g., distributing and collecting test materials, providing accommodations) • Volunteers (e.g., parents, retired teachers) may be trained as proctors and may perform non-school personnel duties. School Personnel • May assist test administrators during test administration • Duties may include preparing and distributing materials • May assist test administrators in providing accommodations CBT PBT
Test Security Policies and Procedures Proctors • Each proctor who monitors a testing room for any length of time must sign a 2018–2019 Test Administration and Security Agreement and the Security Log for that room. These forms are located in the Spring/Summer 2019 FSA and NGSSS CBT Manuals. • Refer to the table below for the required number of proctors.* FDOE strongly recommends that a proctor be assigned to rooms with 25 or fewer students whenever possible. Test Security Policies and Procedures Test Materials Chain of Custody Form • Maintain a Test Materials Chain of Custody Form, in the FSA and NGSSS CBT Manuals and on the FSA Portal and PearsonAccess Next, Avocet. • Used to track PBT test materials at all times, including: • their location, • the dates and times they are handled, and • the names of the people performing various activities involving the materials. • Retain electronic or hard copies of completed forms. • Return originals in DAC-AR box. PBT
Test Security Policies and Procedures Security Log • Test administrators are required to maintain an accurate Security Log for each testing room. • Anyone who enters a testing room for the purpose of monitoring a test must sign the log for that testing room: • test administrators, proctors, and anyone who relieves a test administrator, even for a short break, regardless of how much time he or she spends monitoring a testing room. • After testing, copy and file • Return originals in the DAC-AR box. Test Security Policies and Procedures Electronic Devices and Breaks • Determine your school’s policy for the storage of electronic devices (including smart watches) during testing. • Direct test administrators on what to do if students have electronic devices in their possession before testing begins. • Ensure that test administrators are aware of the policy that students are NOT allowed to access electronic devices at any time during a test session, including breaks. • If a student accesses his or her electronic device(s) during testing or a break, his or her test must be invalidated. • Ensure that test administrators are aware of how to secure a student’s computer or device during a break. • For short breaks (e.g., restroom), it is recommended that a visual block be applied to the student’s computer screen or device. • For longer breaks, it is recommended that the student pause or exit the test. Students will have to resumed after the break to continue testing. CBT PBT
Test Security Policies and Procedures Security Numbers • School assessment coordinators MUST maintain test security by tracking PBT accommodations security numbers to account for all secure materials before, during, and after test administration until the time materials are returned to TDC. • Test administrators MUST also maintain a record of the security numbers for all PBT test materials assigned to him or her. • If a test administrator receives PBT materials that are not already listed on their roster, the security numbers of those materials must be added to this record with the names of the students to whom the test materials are assigned. • The security number(s) of the document(s) assigned to and returned by each student should be recorded and verified at the completion of each day of testing. PBT
Test Security Policies and Procedures FSA Security Numbers • All PBT accommodations (regular print, large print, braille, and one-item-per-page) are secure documents and must be protected from loss, theft, or reproduction in any medium. • A unique identification number and a barcode are printed on the front cover of all secure documents. • The security number on FSA PBT documents consists of the last eight digits of the identification number. PBT
Test Security Policies and Procedures NGSSS Security Numbers • All PBT accommodations (regular print, large print, braille, and one-item-per-page) are secure documents and must be protected from loss, theft, or reproduction in any medium. • A unique identification number and a barcode are printed on the front cover of all secure documents. • The NGSSS security number consists of a nine-digit number followed by a check digit. PBT
Test SecurityPolicies and Procedures Test Irregularities • Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet connectivity) to the school assessment coordinator immediately. • A test irregularity may include testing that is interrupted for an extended period of time due to a local technical malfunction or severe weather. • Report the FSA Helpdesk (866-815-7246) or Pearson Support (877-847-3043) any technical irregularities not resolved in a timely manner. • School assessment coordinators must notify SAET (305-995-7520) of any test irregularities that are reported. Test SecurityPolicies and Procedures Security Breaches • Test administrators should report possible breaches of test security (e.g., secure test content that has been photographed, copied, or otherwise recorded) to the school assessment coordinator immediately. • Note: Students found with an electronic device during testing should have their device checked to ensure that no secure test content was photographed and/or shared with others. • If a security breach is identified, the school assessment coordinator must contact SAET at 305-995-7520. • For all security breaches, a written report with supporting documentation must be submitted within 7 working days. Test SecurityPolicies and Procedures Invalidations • The purpose of invalidation is to identify when the validity of test results has been compromised. • Test administrators should discuss any situation involving possible invalidation with the school assessment coordinator, and the situation should be investigated immediately. • For assistance identifying circumstances when invalidation is an appropriate course of action, review the guidelines in the Spring/Summer 2019 FSA and NGSSS CBT Manuals. • Note: Large group invalidations should be reported to SAET at 305-995-7520. School Assessment CoordinatorResponsibilities Before Testing Delivery of Materials • You will receive the following materials for the Summer 2019 administration: • CBT work folders (Algebra, Geometry and Biology 1) • PBT accommodations (regular print, large print, OIPP, and braille), for eligible students, as applicable • Delivery of test materials is scheduled on July 15-16, 2019 at opened school sites via Comet Delivery Services. • Please note that school assessment coordinators will have to pick up PBT accommodations at Test Distribution Center (TDC). • Charter schools will be required to pick-up test materials at TDC. School Assessment CoordinatorResponsibilities Before Testing Receive Materials • Verify that you have all necessary materials before testing begins. • If you need additional work folders, place an order online via the TDC Documents webpage at http://oada.dadeschools.net/TDC/TDC.asp. • Orders submitted before 3:00 pm will be available for pick up within 24 hours; order placed after 3:00 pm will require 48 hours processing. • Email will only be sent by TDC when materials are on backorder. • Important Note: Secure materials can only be delivered to or picked up by test administrators immediately before the beginning of each test session and must be returned immediately to the school assessment coordinator at the conclusion of testing. School Assessment CoordinatorResponsibilities Before Testing Materials: CBT Worksheets (Optional for US History) • CBT Worksheets are optional for US History EOCs. • CBT Worksheets are one-page letter-sized worksheets. Students may use the front and back of the worksheet to take notes. • The Testing Rules Acknowledgment is printed on the back of the CBT Worksheet. • Worksheets are distributed to students at the beginning of the CBT test session. School assessment coordinators and test administrators must ensure that students have enough desk space to use their worksheets. • Used worksheets are considered secure materials and must be kept in locked storage and returned in the DAC-SWR Box. School Assessment CoordinatorResponsibilities Before Testing Materials: FSA and NGSSS Work Folders • CBT Work Folders are four-page folders that students may use to work the problems. • The Testing Rules Acknowledgment is printed on page 2. The last page of the folder (back cover) is printed with graph paper. • Distribute to students at the beginning of Algebra 1, Geometry, and Biology 1 EOC test session. • Each student must be given a new work folder for each FSA EOC test session. • Used work folders are secure materials and must be kept in locked storage and placed in the DAC-SWR Box. School Assessment CoordinatorResponsibilities Before Testing Materials: FSA Scientific Calculators (Algebra 1 and Geometry) • Algebra 1 and Geometry EOC assessments include a calculator in the Test Delivery System (TDS). • The calculator is only available for Session 2 of the FSA EOCs. • Handheld scientific calculators MAY be provided to all students during Session 2 of the EOC only. • Students who will test using paper-based accommodations MUSTbe provided handheld FSA Scientific Calculators during session 2 of the FSA EOC only. • The Calculator and Reference Sheet Policies for FSA Mathematics document, available on the FSA Portal, includes a list of required and prohibited calculator functionalities. • Please note that providing a calculator with prohibited functionality or in the wrong test session (Session 1) is cause for test invalidation. School Assessment CoordinatorResponsibilities Before Testing Materials: Four-Function Calculators (Biology 1) • Each school should have an adequate supply of handheld four-function calculators, for all students taking the Biology 1 EOC. • No other calculators may be used. • TestNav has a built-in four-function calculator online. • Students MAY use a handheld four-function calculator. • Students who will test Biology 1 using paper-based accommodations MUST be provided handheld four-function calculators. • Students with visual impairments may use the approved large key/large display four-function calculators or approved talking four-function calculators. School Assessment CoordinatorResponsibilities Before Testing Materials: FSA Reference Sheets (Algebra 1 and Geometry) • Reference sheets are provided for the FSA EOC assessments in TDS for CBT. • Schools MAY provide hardcopy reference sheets to students. Schools that provide hardcopy reference sheets must ensure that copies are available for all students taking the test. • Hardcopy reference sheets must be printed from the files found on the FSA Portal. • Schools may provide each student with a new copy of the reference sheet for Session 2 on Day 2, or they may return the same hardcopy reference sheet from Session 1 for students to use during Session 2. • After students complete the test each day, test administrators must collect all reference sheets. • Used reference sheets are secure materials and must be kept in locked storage and placed in the DAC-SWR Box. School Assessment CoordinatorResponsibilities Before Testing Materials: Periodic Table (Biology 1) • The Periodic Table of the Elements for the Biology 1 EOC is provided only in an online format for computer-based testing (students with paper-based accommodations are provided paper copies). • The periodic table is displayed in a pop-up window in TestNav. • Schools MAY provide hardcopy periodic table to students. Schools that provide hardcopies must ensure that copies are available for all students taking the test. • The periodic table is also provided in Appendix E of the Spring/Summer 2019 NGSSS EOC Manual. • Used periodic tables are secure materials and must be kept in locked storage and placed in the DAC-SWR Box. School Assessment CoordinatorResponsibilities Before Testing Student Demographic Information • Ensure that all students enrolled at your location are registered in TIDE and PearsonAccess and all information is correct, including any accommodations students will use for testing. • The following student demographic information must be verified before testing: • District/school number • Enrolled Grade • Student name • FLEID # • Birth Date • Gender • Ethnicity • Race • If demographic information needs to be updated in TIDE or PearsonAccess Next, follow the instructions in the TIDE User Guide and PearsonAccess Next User Guide.
