Introductory Statement Small business opportunities are challenged by perceptions that the contribution of small businesses - and the programs that support them – are nothing more than bureaucratic nuisances that add risk to the success of missions and that achieving a percentage goal is more important than accomplishing the mission.

Introductory Statement Consider the potential impact of the following: Policies that promote consolidation of requirements; Broad contract scopes; Full and open competitions vice small business set asides; Multiple award contracts All of the above have significant and long-term impacts on the health and availability of the small business industrial base. They represent policies that make it more difficult for small businesses to participate in the federal procurement process.

Increasing Small Business Opportunities Two areas where the small business specialists are making a difference Requirements Development Getting involved early in an acquisition Improving the requirements generation process Encouraging requirement owners to avoid taking the easy way Performing Market Research Training the entire acquisition team Utilizing, but do not solely relying on the FBO postings Sources Sought Notices Forecasting our requirements 24 months in advance on the LRAE Share best practices that demonstrate the value small businesses bring One-on One Meetings with small businesses

Small Business Tasks Obtain certification in appropriate small business category Register in the System for Award Management (SAM) Establish a Wide-Area Work Flow account Monitor FebBizOps and PTAC Maintain a current capabilities statement Look for and respond to requests for proposals, requests for Information When awarded a contract – perform!
