  3. Methods Meetings: president office, health, education, public work, police, Road Safety center, Belgian Emb., NGOs

  4. Methods Field visits: traveled 2000 km + attended activities

  5. Methods Workshop: 17th March: • Brief of our finding • the need of action plan (decade of action) + need of database • Possible RS actions Around 25 participants from all RS related department

  6. Findings: Management RS Stakeholders: Governments: Presidential Office Min Public work and transports - National RS Center, - Dept. Public work, - Dept. of Transports Min pre-schools and primary schools Min secondary schools Min Higher education Min Interior Min Health Non-government NGOs: - Alinagnon - “Attention” Securité Pour Tous - ……… WHO Private companies: insurance association . Coordination role of the National RS Center is limited . Lack of Capacity / knowledge of RS (only focus on Awareness) . Limited resources

  7. Findings: Management • Traffic law was approved since 1972 • No National RS action plan • Data collection system is weak

  8. Findings: Road User Behavior • Helmet, Speeding • Male – young • motorbikes - trucks

  9. Findings: Road User Behavior Current action: • Almost NO law enforcement • Good awareness campaigns: street campaigns, helmet distribution, school campaigns, community based activities + RS curriculum in schools BUT: limited strategic / systematic approach /

  10. Findings: Vehicle Safety • Several vehicle testing centers, but lack of equipment + enforcement • Fleet safety management /

  11. Findings: Post crash care • Involvement of “firefighter” on ambulance services • Basic equipments • Data collection system to be improved • Master plan for Emergency Medical System is needed /

  12. Findings: Road Infrastructure • New road construction – motorcycle lane • Poor road condition + signs • Limited safety guideline + no data analysis on blackspots /

  13. Key Success of the mission Problem, policies, … related to RS were well assessed Relationship/communication lead agencies & stakeholders were built and strengthened The National RS Action Plan was initiated RS actions for HIB in 2011-2013 are proposed/
