  2. Seed and Seedling Regulation in Brazil • Provides for the production, trade, export, import and other activities related to seeds and seedlings in Brazil. • This law is also in force at federal, state and Federal District levels.

  3. Federal Legislation – Seeds and Seedlings.- Law 10.711/2003- Decree 5.153/2004Bothestablish the National System of Seeds and Seedlings (SNSM)

  4. Other Laws • Normative Instruction n. 09/2005 (seeds) • Normative Instruction n. 24/2005 (seedlings) • Normative Instruction n. 50/2006 (seed and seedling import/export)

  5. RENASEM • National Register of Seeds and Seedlings Growers, traders, package/repackage, storage, seed testing laboratories, professional (agronomist/forestry engineer), importer/exporter. RNC • National Register of Cultivars or “National List”. List of approved and registered cultivars for production in Brazil. (available on www.agricultura.gov.br)

  6. Main goals of Seed Regulation • Organize the production system of seeds and seedlings; • Provide assurance of identity and quality of the plant propagative material.

MAIN GOAL OF SEED/SEEDLING REGULATION- • ORGANIZE THE PRODUCTIVE SYSTEM • IDENTITY • Informations about the propagative material: • - origin– genetic identity – specie/cultivar; and • - identification for trade. • QUALITY => STANDARD • Attributes inherent to propagating material: -genetic purity;- physical attribute;- physiological attribute, and- phytosanitary attribute.

  8. MECHANISMS TO ACHIEVE MAIN GOALS RENASEM GROWER MAPA INSPECTION PRODUCTION INFORMATION TECHNICAL AGENT -Agronomist -Forestry engineer -INSPECTION -TESTS -LABORATORIES IDENTITY QUALITY SEED/SEEDLING

  9. Seeds and SeedlingsChallenges in Brazil • Seeds without proven origin (unregistered seeds) • Improvement of the Law for forest seeds • Establish quality standards for seeds and seedlings

  10. MAIN CURRENT ACTIONS OF THE COORDINATION OF SEEDS AND SEEDLINGS- CSM • Conclude the revision of Decree n. 5.153/2004; • Reavaliate the normative draft about forest seeds put into public consult;

  11. ACTIONS OF THE COORDINATION OF SEEDS AND SEEDLINGS – CSM • Develop and publish an "ALTERNATIVE“ Normative Instruction with minimal requirements (simplified and applicable) for forest seeds. • Establishment of production and trade standards of many vegetable species seedlings(coffee, citrus species, strawberry, melon, e.g.)
