WIGOS Information Resource (WIR)www.wmo.int/wigos/wir Goal: Provide single access point for WIGOS stakeholders (Network decision makers, Implementation Coordinators, Data users etc.) Shall contain all relevant information on the status and evolution of WIGOS and its components Formally launched at EC-65 (May 2013) To be fully operational from 2015
The WIR Components • The Portal • www.wmo.int/wigos/wir • The « Standardization of Observations » Reference Tool (SORT) • ReferencingWIGOS related standards and best practices into a database for easysearch and access to specific documents and/or sections of documents • www.wmo.int/sort(TBD) • The Observing System CapabilityAnalysis and ReviewTool (OSCAR) • www.wmo.int/oscar • A tool for the WMO Rolling Review of Requirements providing information on (i) observational user requirements, (ii) space-basedobserving system capabilities, and (iii) surface-basedobserving system capabilities. Includes a criticalreview module to compare requirementswithcapabilities.

Status of OSCAR • OSCAR/Requirements operational at WMO since 2011 • Further developments made in 2013 • OSCAR/Space operational at WMO since Sept. 2012 • Complete overhaul of Earth Obs. Instrument assessments performed in 2013 • Initial assessment of > 200 space weather instruments in 2013 • Both components hosted by private operator • OSCAR is a tangible and visible success of WIGOS • OSCAR/Space is very popular (>150 visits / day) • Success of current OSCAR largely due to the WMO Space Programme Office, and to Nils Hettich (German JPO) in particular. • Nils left WMO Secretariat for another position, but we are grateful for his contributions, and to Germany!
Future Operations of OSCAR • OSCAR needs an operational environment for operations and further development. • Partnership with MeteoSwiss (MoU) for OSCAR platform • Content management with WMO • Operations with MeteoSwiss • Funding from WMO RB & MeteoSwiss/Switzerland & Voluntary Contributions (WIGOS trust fund) • MeteoSwiss also in charge of developing and operating the new version of GAWSIS. • Excellent opportunity to integrate both systems
Migration of OSCAR to MeteoSwiss • Phase I (by 2015): • Develop OSCAR/Surface with basic observing network types and include it in the MeteoSwiss IT infrastructure • Continue to evolve OSCAR/Requirements and OSCAR/Space in parallel at WMO • Adapt OSCAR/Requirements to MeteoSwiss IT infrastructure • Jointly develop critical review module • Phase II (by 2017): • Adapt OSCAR/Space to MeteoSwiss IT infrastructure • Complement OSCAR/Surface with missing observing network types (Annex 1 of doc.) • Integrate Space and Surface into the critical review module test footer
Some points worth noting on OSCAR (1/2) • OSCAR will continue to be operated from the WMO Secretariat during migration process • OSCAR/Requirements needs to be further promoted as unique repository of observational user requirements from WMO • User Requirements for some application areas are incomplete (e.g. Agromet., Hydrology, Aeromet., GAW) • ET-EGOS & IPET-OSDE recommendations to be taken into account
Some points worth noting on OSCAR (2/2) • ICG-WIGOS agreed that OSCAR should be repository of a sub-set of WIGOS metadata, and particularly • Metadata required for observing systems capabilities for RRR critical review module • Metadata required for operational use (evolution of Vol. A) • Other metadata to be collected, maintained and archived by Members • TT-WMD to clarify (i.e. detail) what metadata to be included in OSCAR and what metadata to be mandatory (see Appendix D for proposal) • OSCAR Leadership discussed & agreed at IPET-OSDE, IPET-WIFI, ICT-IOS (ICG-WIGOS to eventually decide) • Technical specifications of OSCAR to be coordinated by IPET-WIFI in close liaison with the Secretariat during requirements engineering phase • OSCAR aspects to be included in the workplans of the OPAG-IOS Expert Teams, in particular with regard to OSCAR content quality
