What’s Driving the Change in the RCRA Program The future of RCRA is materials management • Mandated RCRA program implementation regulations are in place • Regulatory program is now focusing on “fine tuning” more than creating extensive new requirements • States are authorized to run RCRA Programs • Shift in resources possible to lifecycle materials management for resource conservation
Vision of the Future Materials management will include: • Materials that are harmful to human health and the environment are eliminated or completely contained in a use cycle • Safe uses are found for materials that were once considered wastes suitable only for disposal/discharge
ExecutiveOrder 13423 Focuses on Sustainability and Management • Environment • Energy • Transportation Section 3 states that Agency Heads willimplement • Sustainable practices • Pollution and waste prevention
Resource Conservation Challenge The Resource Conservation Challenge is a major national effort to find flexible, yet more protective ways to conserve our valuable natural resources through waste reduction and energy recovery.
RCC Goals Goal 1: Energy and materials conservation (use less through process redesign) Goal 2: Increase materials and resource efficiency (recycling of materials or conversion of wastes to energy) Goal 3: Reduce priority chemicals at all stages of life-cycle
Resource Conservation Challenge: Four Priority Areas Priority Chemicals • Objective To reduce priority and toxic chemicals in products and waste - mercury - lead - cadmium • Partnership Opportunity National Partnership for Environmental Priorities (NPEP)
EO 13423—Toxic and Hazardous Chemicals • Sec. 2 (e) of EO 13423 • “ensure that the agency (i) reduces the quantity of toxic and hazardous chemicals and materials acquired, used, or disposed of by the agency.” • Sec. VIII A. Implementation Instructions • “No later than January 24, 2008, each agency…shall develop written goals and support actions to identify and reduce the release and use of toxic and hazardous chemicals and materials…” • “Existing environmental hazard lists such as priority chemicals identified by EPA’s Resource Conservation Challenge.”

EO 13423—Municipal Solid Waste • Sec. 2 (e) of EO 13423 • “ensure that the agency…(ii) increases diversion of solid waste as appropriate, and (iii) maintains cost-effective waste prevention and recycling programs in its facilities.” • Sec. IX B (2) Implementation Instructions • “Recycling goals. At a minimum, each agency shall strive to meet the national 35 percent recycling goal established by EPA.”

EO 13423—Electronics • Sec. 2 (h) of EO 13423 • “ensure that the agency (i)…meets at least 95 percent of those requirements with an Electronic Product Environmental Assessment Tool (EPEAT)-registered electronic product…(iii) establishes and implements policies to extend the useful life of agency electronic equipment, and (iv) uses environmentally sound practices with respect to disposition of agency electronic equipment that has reached the end of its useful life.” • Sec. XII C Implementation Instructions • “Federal Electronics Challenge. Each agency and its facilities shall choose either to become a partner in the Federal Electronics Challenge (FEC), or to implement an equivalent electronics stewardship program…”
Resource Conservation Challenge: Four Priority Areas Beneficial Use of Industrial Materials • Objective To reuse and recycle industrial materials • Construction and Demolition Debris • Coal Combustion Products • Foundry Sands • Partnership Opportunity Coal Combustion Products Partnership (C2P2)
EO 13423—Beneficial Use of Industrial Materials • Sec. 2 (f) of EO 13423 • “ensure that (i) new construction and major renovation of agency buildings comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings…(ii) 15 percent of the existing Federal capital asset building inventory of the agency as of the end of fiscal year 2015 incorporates the sustainable practices in the Guiding Principles.” • Sec. X A Implementation Instructions • “…each agency shall locate, design, construct, maintain, and operate its buildings and facilities in a resource-efficient, sustainable, and economically viable manner, consistent with its mission.”

Conclusion • The Office of Solid Waste is interested in collaboratively working with DOD to both identify opportunities and technical barriers presented by 13423 • We have programs available to engage, assist and recognize your installation for implementing EO 13423 components
