Report on Special Group Meeting • Assignment This special group was appointed by the AFACT Steering Committee to deliberate on Agenda item 7.1, AFACT restructuring based on the new UN/CEFACT structure. This special group was asked to submit its opinion and recommendation to the Steering committee for further discussion and endorsement. • Resume of discussions After having discussed the new UN/CEFACT structure, the group has agreed on a number of the following issues and approaches: a. Although AFACT and UN/CEFACT is very closely related, it is clear that AFACT mission is more focused on the implementation and co-operation issues. b. The UN/CEFACT restructuring issue need to be interpreted by AFACT as a motivation to improve its effectiveness in organizing AFACT current activities and also to take initiatives to anticipate future trends. c. To improve effectiveness, a regrouping or restructuring of working groups is needed, based on the fact that: i) A number of existing working groups have not reach an adequate level of participations. ii) A stronger coordination is needed among a number of closed related working groups. iii) A reduction of the chairperson number will improve coordination effectiveness. iv) A higher level of encouragement is needed for establishing co-operation among AFACT members.

  3. Report on Special Group Meeting 3. Working Group Restructuring Based on the aspects mentioned above, the group agreed to propose a new AFACT working group structure (see attachment). In this proposed structure the “group” and “working group” terminology is similar to the UN/CEFACT structure. 4. Follow up Concerning follow up activities, the group propose the following steps: i) AFACT Steering Committee need to welcome opinion and comments on this restructuring issue from each working group through their respective chairperson, to be discussed further in the next year Steering Committee meeting. ii) Before any action step is decided, each working group should carry on their activities as what is done currently.
