Balancing Authority Reliability-based Control (BARC) • BARC will propose a SAR to address issues with four BAL standards. The purpose of the set of four standards is to ensure that BAs take action to maintain interconnection frequency with each BA contributing its fair share to frequency control without burdening transmission facilities with excessive imbalances of load and generation.
Balancing Authority Reliability-based Control (BARC) • The SAR is intended to address • FERC Final Rule “Mandatory Reliability Standards for the Bulk-Power System, FERC Order 693” on the NERC standards BAL-002, 004, 005, and 006 • To specify the Time Error Correction, special Area Control Error cases, and Inadvertent Interchange reliability requirements/business practices with NERC and NAESB collaborative participation • To incorporate the necessary content, structure, and language to comply with the NERC standard process
Balancing Authority Reliability-based Control (BARC) The SAR expands on the work already under way with the BAL-004, 005, 006 SARs by requiring that BAL-002, 004, 005, and 006 be upgraded in accordance with the NERC Reliability Standards Development Plan
Manual Time Error Correction – Field Test • Proposed Field Test for all Interconnections • Effective January 1, 2011 • BAL-004 • R2. The Interconnection Time Monitor shall monitor Time Error and shall initiate or terminate corrective action orders in accordance with the NAESB Time Error Correction Procedure • Field Test – suspend NAESB thresholds for Time Error Correction Procedure. • Impact – All interconnections
Manual Time Error Correction – Field Test • WECC to present a minority opinion report at the NERC OC recommending that the Interconnections should be able to elect through their respective process whether or not to participate in a Field Test • Goal • Let one Interconnection learn if there are issues • Frequency based timing for metering • Frequency time devices – Traffic Control • Others • Impact – The Consumers

Frequency Response Initiative – Proposed Time Line - 2010 • March 18 – FERC Order sets 6-month deadline to modify BAL-003 (later extended one month). • July 23 – Post proposed modifications to BAL-003 for 45-day period. • November 15 – Post drafting team response to comments. • November 30 – Post proposed modifications for 30-day period.
Frequency Response Initiative – Proposed Time Line - 2011 • January 23 – Post proposed standard for pre-ballot. • March 6 – Post Drafting Team’s reply to comments. • March 21 – Post recirculation ballot. • April 25 – Receive NERC Board approval. • June 11 – File documents with appropriate regulatory authorities.
