Narrative “Cheat” Slide • 1.Planning – This term should be used when discussing the transportation planning process, where through an analytical analysis, needs are identified and recommendations are made. Corridor studies can be done at this stage to investigate conceptual designs of alternatives and possible impacts to determine the feasibility of moving a recommendation to project development through the programming process. Data from these studies can be used in project development to supplement information required for that process. The planning activities are generally funded by federal funds that have been allocated specifically for planning and cannot be spent for project development. • 2.Programming – At this point is where a recommendation takes on a life as a project as appropriate funding (brick and mortar money) is allocated to move it through the next phases. • 3.Project development – This can include feasibility/corridor studies as the brick and mortar money is eligible for these type of studies. Generally, however, this is where preliminary engineering and environmental studies are conducted. For certain reasons, generally the lack money, projects that are programmed can sit in this phase for quite a while before sufficient funding is available for it to actually move forward. Those projects that have sufficient funding move on through the process, and R/W and final design plans are prepared. 1) Project Development where sufficient funds are not available to move it to final design, R/W and construction; 2) Project Implementation where funding is there to move the project through to construction in a timely fashion. A schedule can be reasonably set for all phases and an ad date determined. • 4.Construction and Implementation – This includes advertising, receiving and reviewing bids, awarding the contract and supervising the construction and/or implementation of projects.

Planning • VDOT and VDRPT work with regional and local planning agencies to develop long range transportation plans (with 20-25 year planning horizons) • The long range transportation plans identify deficiencies, and provide recommendations to address these deficiencies • The public is given numerous opportunities to review and comment on the transportation plans throughout the plan development process, and prior to plan adoption by the regional and local planning agencies

Programming • Once a long range transportation plan has been adopted by regional and local planning agencies as well as the local jurisdictions, the agencies and localities endorse which recommendations within the plan should be considered at the Six Year Improvement Program Public Hearings • The Six Year Improvement Program Public Hearings are an opportunity for the public to provide comments and additional input to help the Commonwealth Transportation Board (CTB) identify priorities for inclusion in the Six Year Improvement Program

Programming • The input gathered at the Six Year Improvement Program Public Hearings, as well as locally and regionally approved long range transportation plan recommendations, is provided to the CTB for consideration prior to including projects in the Six Year Improvement Program • After reviewing all recommendations and comments, the CTB adopts the Six Year Improvement Program

  9. Project Development • After a project has been programmed, the project development process begins • Project development has two phases: • Preliminary Engineering: includes environmental analysis and location and design • Right of Way: Acquisition of land for future construction

  11. Construction and Implementation The final phase of the process is the actual construction or implementation of the programmed projects
