NATIONAL LOTTERY Current games include Lotto, Scratchcards & Sports Pools Proceeds of lottery sales currently are broken up as follows: • Prizes: 47% • Retailer Commission: 6% • Cost of Operations: 13% • Good Causes: 34%
NLDTF STATISTICS Since March 2000: 11 000 beneficiaries R7 billion
DISTRIBUTING AGENCIES • Main function is the adjudication of applications for funding. • Appointed by the Minister of Trade & Industry for a period of 5yrs. • Each beneficiary category has its own Distributing Agency. • Experts in their respective field. • Advise the Minister on policy and criteria for the allocations of funds.
CENTRAL APPLICATIONS OFFICE • Receives applications. • Processes applications. • Prepares applications for adjudication meetings. • Relays decisions to applicants. • Ensures that conditions are met before payment is approved and effected. • Ensures compliance with regard to reporting on grants by beneficiaries.
FUNDING REQUIREMENTS • Proof of registration as a Non-Profit Organisation • Two years’ audited financial statements • Constitution • Budget • Business plan
WHO DOES NOT QUALIFY FOR LOTTERY SUPPORT • Unregistered organisations • Business Organisations • Proprietary Limited (Public and Private) • Unregistered community structures such as Burial Societies, Clubs, Associations etc. • For Profit organisations • Consultants
APPLICATION PROCESS • Call for applications. • Applications processed. • Applications presented for adjudication. • Oversight Committee • Applicants informed of decision and conditions, if any. • Applicants return Grant Agreement and requested information. • Site Visit • Grant approved for payment by Distributing Agency • Grant paid by National Lotteries Board • Applicant submits report on grant received.
ARTS, CULTURE & NATIONAL HERITAGE • Production and creative works of theatrical, visual, musical, arts, film, design, architecture, dance and other creative potentials • Research in Heritage, Indigenous Knowledge Systems, Environment and Arts • Regeneration, conservation and maintenance of heritage sites • Environmental education and capacity building
SPORT & RECREATION • Capacity Building • Upgrading of Infrastructure • Sport Equipment & Kit • Major Events
CHARITIES • Development of Social Services • Literacy & Numeracy (ABET) • ECD • Community & Residential Programmes • Community Projects
PROBLEMS EXPERIENCED • High rate of rejection, especially from poorer provinces. • Consultants • NLDTF recognition • Late submission of reports • Applications not project-related • Partnerships Reasons for rejection: • Applicant not registered • No Audited Financial Statements • No clear proposal. • Late application • Not meeting with deadline for submitting outstanding information.
