  3. Introduction (1) • During the “interim period”, ERGEG assumed the role assigned to ACER by the 3rd package and worked on “pilot” Framework Guidelines (FG) • ERGEG has been working on three FG: • Electricity Grid Connection • Capacity Allocation and Congestion Management • System Operation

  4. Introduction (2) • Work on drafting the FG on System Operation was concluded under ACER • ACER was invited to submit to the Commission, by 31 December 2011, a framework guideline on electricity system operation

  5. Process description (1) • General timeline as set out in Reg. (EC) 714/2009

Process description (2) • Annual priority list − Commission • Consultation with ACER, ENTSO-E, other relevant stakeholders • Areas for the development of FG/NC • Initial Impact assessment − ACER • To support the development of the FG • Expert group representing wide industry perspective • Identification of problems / objectives / policy options

Process description (3) • Framework Guidelines (FG) − ACER • Invitation from the Commission to draft FG • Public consultation • Adoption of the FG / Submission to the Commission (6 months) • Network Codes (NC) − ENTSO-E • Commission request • ENTSO-E prepare the NC in line with the FG (12 months) • ACER reasoned opinion on NC (3 months)

  8. State of play • ACER deliverables on FG (2011 Work Programme) • Electricity Grid Connection (finished) • Capacity Allocation and Congestion Management (finished) • System Operation (on-going) • Balancing (to be delivered in mid 2012)

Details on public consultation (1) • Public consultation on Draft Framework Guidelines on System Operation • Run from 15 July to 15 September 2011 • Email-based consultation • Submission of comments to: consultation2011E05@acer.europa.eu • Personal details should be enclosed • Constructive and comprehensive responses • Large companies invited to coordinate their answers internally

  10. Details on public consultation (2) • Questionnaireto steer the structure of responses • 8 general issues, 4 specific issues • Transparency • Responses will be published on the ACER website • Comments marked confidential will be considered but not disclosed

  11. Next steps • Public consultation • On-going • Ending on 15 September 2011 • Evaluation of responses • Within approximately two months • Finalization of the FG • Submission to EC by 31 December 2011
