Advocacy Aim A proposed aim for the joint advocacy of the DMWG and CCWG is: “To enable the most vulnerable people in Vietnam to increase their resilience to climate change and climate related disasters” ]thepressuregroup[
Advocacy Objectives These should be phrased as outcomes: specific changes in the policies and practices of government bodies, or the attitudes and behaviours of named groups of individuals. In order to focus our efforts to achieve real change, we need to select our objectives from our recommendations (all the changes that we would like to see). ]thepressuregroup[
Selecting Advocacy Objectives We can select objectives using a range of criteria: • The main criteria is to what extent it moves us towards our aim. Other criteria could include: • How easy will it be to achieve, given the external political, economic and social context and our internal strengths and capacity? • Does this change need to happen first in order to unlock other changes? • How easy will it be to mobilise communities and other actors around this change objective? ]thepressuregroup[
Potential Objectives The following are some ideas for potential advocacy objectives to help stimulate discussion in your groups. They are not proposals, and can be amended, added to or ignored. They are grouped into four areas: • To address problems of implementation through better vertical integration (top down) • To address problems of implementation through better vertical integration (bottom up) • To address problems of implementation through better horizontal integration • To address problems of implementation through increased and more targeted funding ]thepressuregroup[
Potential Objectives - 1 To address problems of implementation through better vertical integration (top down): • MARD & MONRE to issue clear instructions and guidelines to provincial government to ensure that they develop and implement appropriate and effective strategies and action plans on DRM and CCA • MARD & MONRE to develop toolkits for local government to use in developing and implementing action plans on DRM & CCA ]thepressuregroup[
Potential Objectives - 2 To address problems of implementation through better vertical integration (bottom up): • Communities to be aware of and understand the national laws on DRM and CC and what support they should expect from local government • Community organisations to demand appropriate services from local government in line with national laws and strategies on DRM and CC • Communities & community organisations to undertake participatory monitoring of the implementation of national laws and strategies on DRM and CC ]thepressuregroup[
Potential Objectives - 3 To address problems of implementation through better horizontal integration: • Ministry of Education, Ministry of Health, Ministry of Construction, Ministry of Transportation, etc. to mainstream DRM, CCA and CCM throughout their policies and programmes • MARD, MONRE, MPI, etc. to establish a mechanism or process to ensure that all government ministries are adhering to laws on CC and DRM ]thepressuregroup[
Potential Objectives - 4 To address problems of implementation through increased and more targeted funding: • Ministry of Finance to increase the budget for DRM and CCA to ensure that all affected communities have the funds required • Funding should be focussed on the most vulnerable groups and areas based on an integrated community-based needs assessment • Donors to increase funding to support DRM and CCA programmes ]thepressuregroup[
