  2. Significance Congress built, and Roosevelt ordered the “Great White Fleet” to make a trip around the world. The reason was simple, show the world that the United States was now a world power, and a force to be reckoned with. In doing this the U.S. showed that it had the power and ability to protect its interests around the world with force if necessary. Protecting trade on the high seas and overseas possessions gained in the Spanish-American war became an important part of foreign policy.
