Public Health’s Philosophical Renaissance • 1988 IOM Report – The Future of Public Health • Practice/academic disconnect, 3 core functions • 1988 – Faculty/Agency Forum • 1st competencies for public health practice (1993) • 1992 - Clinton healthcare reform initiative • 1994 - 10 Essential Public Health Services • Council on Linkages formed 1991 • 2001 - Competencies compatible with 10 essential services, base for subsequent efforts • 2003 – 2nd IOM Report pushed core competencies for training

Public Health’s Philosophical Renaissance (2) • Competencies developed for many public health specialty areas (Health Education, Applied Epidemiology, Public Health Informatics, Emergency Workers, etc.) • 2005 – CEPH required competencies for accredited public health training • 2006 – ASPH developed competencies for the MPH • 2009 – ASPH developed competencies for the DrPH • 2009 – COL revised competencies for public health professionals • 2010 – ASPH/CDC developing Public Health Preparedness & Response Core Competencies for public health workers

Council on Linkages (COL) Between Academia and Public Health Practice • The overall objective of the Council is to improve the relevance of public health education to practice and to promote education throughout one’s career • Grew out of the Public Health Faculty / Agency Forum • 17 national organizations • American College of Preventive Medicine • American Public Health Association • Association of Schools of Public Health • Association of State and Territorial Health Officials • Association of University Programs in Health Administration • Association for Prevention and Teaching Research • Centers for Disease Control and Prevention • Community-Campus Partnerships for Health • Council of Accredited Masters of Public Health Programs • Health Resources and Services Administration • National Association of County and City Health Officials • National Association of Local Boards of Health • National Environmental Health Association • National Network of Public Health Institutes • National Library of Medicine • Quad Council of Public Health Nursing Organizations • Society for Public Health Education

  5. COL Core Competencies • Considered by most to be the base from which other competency sets are developed • Tier 2 approved in June 2009 after extensive review and feedback. (program managers and supervisors) • Rules for competency development: • One verb per statement • No internal modifiers • Each competency placed in only one domain • Tier 1 (non-managers) and 3 (senior managers & leaders) approval expected in May 2010

  8. ASPH/CDC Preparedness and Response Core Competency Development Project To meet the Pandemic and All-Hazards Preparedness Act (PAHPA) mandate to establish competency-based training and curricula. PAHPA, Section 304(d): • The Secretary, in collaboration with the Centers for Public Health Preparedness and other public or private entities shall… • Establish core curricula based on established competencies leading to a 4-year bachelor’s degree, a graduate degree, a combined bachelor and master’s degree, or a certificate program • Facilitate the development of a competency-based training program to train public health practitioners

  9. Objective & Process Objective: Develop a model of core competencies for public health preparedness and response of the public health workforce. Process: • Leadership Group (17 members) to establish the framework and guide the process • Academic/practitioner workgroups define competencies and behavioral anchors • Stakeholder (majority practitioner) input process to vet and inform results (~300 participants so far) • Completion anticipated by Dec. 2010
