  2. The chain of evidence is the physical and documentary measures that provide a proven direct link between the declared cargo, the sample taken and the evidence given by the analyst regarding the classification of the cargo. The Chain of Evidence for Samples

  3. Identification of the declared means of transport Identification of the Cargo Representative Samples Security of Samples PHYSICAL MEASURES

  4. Identification of the declared means of transport Container Lorry Ship Rail-wagon etc

  5. Identification of the Cargo Marks & Numbers Seals Description Count Exclusion of other goods

  6. Representative Samples Samples drawn from different packages Samples drawn from different parts of the load Duplicate Samples (And Traders Sample if requested) (Signed agreement of the trader) Remember Health & Safety See Samancta/Health and Safety

  7. Security of Samples Labelled and sealed Stored securely (and appropriately) Transported securely (and appropriately) Seals intact on arrival at the analyst See Samancta/General Principles/Handling of Samples

  8. DOCUMENTARY MEASURES Examination account Analysis Request Office Records Laboratory record See Samancta/General-Principles/Sampling Form

  9. Examination account Must include: Details of the declaration Date and time of the examination Who was present All the details used to identify the goods How the sample was taken How it was representative How it was sealed and stored Any other information available A Witness Statement!

  10. Analysis Request Must show details of: The declared goods The sampled packages The quantity of the samples The seals put on the samples The purpose of the sampling (or the analysis required)

  11. Office Records Records of examinations Records of samples Records of storage Records of dispatch to analyst

  12. Laboratory record Must include: The receipt of the sample The seals found on the samples Sample registration number When theseals were broken/when analysis was carried out What analysis was carried out The results of the analysis

  13. Chain of Evidence One weak link will break the chain!
