Purpose of EZ Data Assistance Program Purpose • The program can identify the Local Labor Market Area (LLMA) for each Enterprise Zone (EZ) applicant using a methodology approved by DCEO, but it is not necessary to use this approach if another more suitable approach is available. • Based on the LLMA selected, the program identifies and organizes the data and materials needed for 7 of the 10 qualifying criteria for EZ applications. • Optional support offered for Employment Opportunities & Tax Base Improvement Plan data on cost recovery basis. • Applicants are NOT required to use this web site. It is designed to simplify data collection and tabulation. A frequently asked questions section is used to guide users in the application process. • This program only provides data needed for the ten eligibility criteria. No scoring is done. Applicants must submit the materials on paper copy to DCEO by December 31, 2014.
Application Requirement(based on administrative rules) #11) A specific definition of the applicant’s Local Labor Market Area along with a statement explaining why the Local Labor Market Area used is appropriate for the Enterprise Zone to which it relates; applicants are encouraged to include data on commuting patterns and public transportation or other information demonstrating that residents in the Local Labor Market Area used can reside find employment within a reasonable distance or can readily change jobs without changing their place of residence.
Bypass or Not to Bypass? • DCEO rules allow that if you use the NIU-CGS Methodology to calculate the Local Labor Market Area a write-up is not necessary. • The NIU-CGS method may not be appropriate for all areas!! • The methodology for creating your LLMA is not a test to pass!! • Requirements: • Contiguous Area • Maximum Area • Meet Three Criteria
Geography Jargon Three Geographies: Enterprise Zone Intersecting Tracts Local Labor Market Area (LLMA) • NIU-CGS Methodology for selection of the LLMA: • Census Tracts in which the Enterprise Zone resides. • A Census Tract provides 10% of its commuting workforce to the Enterprise Zone to qualify as part of the LLMA. • Applicants can include additional Tracts that do not send 10% or more of their workforce to the Enterprise Zone tracts, or can remove tracts.
Create an Account Create an account using Email and Password Check Email account for link to verify Click on link which brings you back to the login Log back in…. All created LLMAs are saved.
Create a New Local Labor Market Area The name provides identification for you to return and edit that particular data run or to delete it and start over. All information is maintained.
Enterprise Zone Upload .shp, .prj, .dbf, .shx, .cpg, sbx, and .sbn
STEP 1: Select Counties, then Tracts Where the Enterprise Zone Resides, or Select the LLMA
Results! Here the LLMA was calculated using the NIU-CGS methodology. If the LLMA calculation was bypassed, no Census Tracts would be listed under Labor Market (Blue). The data will then still be populated throughout the site!
All of the pages can be accessed for each of the criteria listed in the application. Some, such as the Public Infrastructure Plan, do not produce data. Suggestions are made on the pages for additional resources and/or analyses to help improve or justify sections of your application. Additional resource materials, including links to the legislation, administrative rules, and downloadable application are provided. Frequently Asked Questions and the List Serv provide access to questions previously asked.
