  4. Recent Changes To SSISC-31 • Gordon Fox, Laboratory Modernization Program • Collis Woods, Director, Safeguards and Security Division (SC-31.3) • Arnold Edelman, Acting Director, Environment Safety and Health Division (SC-31.1) • Jennifer Kelley, Directives Review for Management System Owners.

Directives System: SC Perspective The Office of Science supports the following: • Secretarial Memo of September 10, 2007: Principles Governing Departmental Directives: • What vs. How • Duplication of Laws, Regulations, or National Standards • Improved Planning • Applicability and Tailoring • Impasse Process • Unofficial Guidance Details provided in Secretarial Memowhich is now codified in draft DOE O 251.1c, Department Directives Program

Directives System: SC Perspective • No guidance should be issued without resolving scope of the Directives System • Limited data calls for information sake only (data reporting should have a purpose and data should be used) • Involvement of Management System Owners in development and review of DOE Directives (MSO assembles an SC team to review)

ES&H Managers Group • Objectives: • Monitor and regularly report on observed safety and health performance trends • Promote continued improvement in the Site Managers Quarterly Safety Review (QSR) • Identify and promote program improvements • Promote collaboration on vulnerabilities • Work to ensure that our programs comply with DOE Directives and SCMS

Accelerator Work Group • George Malosh and the Site Office Managers have tasked the ES&H Managers Group to think about common issues on accelerator safety • Working on the charter and objectives for a work group • A call is scheduled with all SC Field Managers later this month • Welcome input from the workshop on areas that this group should pursue

SCMS • Under development for the past year • Web-based system • Streamline the way SC does business • Ensure that the same process and procedures are followed across SC • Next phase is implementation • Recently held 10 training webcasts for SC employees • overall purpose • capabilities • navigation of the SCMS web site.

  10. SCMS – Accelerator Safety • Accelerator Safety Procedures in SCMS: • Reviewing and Approving Accelerator Safety Documentation • Startup and Operations of Accelerator Facilities • SCMS requirements are only for Feds; no new requirements for contractors

  11. Accelerator Safety Order • Has been extended • There are no changes in the order • The expiration date is extended for four (4) years. • We do not anticipate the need to re-open the Order at this time, but your input is welcome.
