Onshore Utility Scale • MEA continues to work to facilitate development of utility scale wind energy projects in Maryland. • The Maryland Public Service Commission has granted an exemption from the Certificate of Public Convenience and Necessity for a 50 MW project being developed by Synergics LLC. on Roth Rock in Garrett County. • Constellation Energy recently announced the purchase of the 70 MW Criterion Power Partners project on Backbone Ridge in Garrett County • Both projects are expected to begin construction in the Spring of 2010 Constellation 70 MW Synergics 50MW

Meeting the Gap • Offshore wind energy represents the only immediately available technology to meet Maryland’s renewable needs. • Satisfying the RPS with in-state generation could require up to 2.5GW of offshore wind capacity.
Maryland’s Progress to Date • MEA Request for Expressions of interest and Information • On September 15, MEA issued a request for expressions of interest and information to determine developer’s perspective on: • Technology • Geographic Scope • Economic Development • Transmission and Interconnection • State policies to support long-term market demand • Responses are due January 31, 2010
Maryland’s Progress to Date • On December 3, Gov. O’Malley sent a letter to the Director of MMS, requesting the formation of a Maryland State/Federal Offshore Energy Task Force to consider stakeholder input in leasing process. Maryland Offshore Energy State/Federal Task Force
Maryland’s Progress to Date MARINE SPATIAL PLANNING PROCESS MEA and MD DNR are working together with The Nature Conservancy, AWS Truewind, the University of Maryland, Center for Integrative Environmental Research and Towson University to develop a comprehensive marine spatial planning process. This process will develop a model of Maryland’s Atlantic coast and marine environment to aid in decision making and stakeholder coordination.
Maryland’s Next Steps • Scientific and technical analysis will be reflected in the Maryland Coastal Atlas -- an interactive online interactive mapping program being developed by the MD DNR • This program will inform the developers responses to the RFEI as well as serving as the foundation of a targeted stakeholder outreach process and ultimately, a public outreach process. • These processes will guide the work of the MMS State/Federal Offshore Energy Task Force. Other Initiatives: Interstate MOU Last month, Maryland signed a Memorandum of Understanding with Delaware and Virginia committing to regional cooperation on: Common electric transmission strategies Strategies to encourage sustainable market demand Fostering federal energy and regulatory policies to further the development and use of offshore wind resources
Other Initiatives: FERC and Eastern PJM On November 20, Governors from New Jersey, Delaware, Maryland and Virginia submitted joint comments to FERC, requesting instruction to PJM to incorporate innovative offshore transmission strategies into its Regional Transmission Expansion Planning process.
Other Initiatives: Generating Clean Horizons • The Maryland Department of General Services and the University of Maryland are partnering to enter into 3 long term Power Purchase Agreements for Wind Energy. • Two on-shore (65MW) • One off-shore (up to 55 MW) as annex to Delaware project.
