High Speed 2 – Old Oak Common station proposals Peter Moth – Principal Transport Planner, TfL
Background • TfL / Network Rail have put together a case for Overground connectivity at Old Oak Common, and this has gone to DfT and HS2 Ltd. We have included a sensitivity test exploring further links to Hounslow / Brent Cross. • BCR in ‘central’ case = 2.6:1 • BCR in ‘wider connections’ case = 2.7:1 • Benefits of ‘central’ case include: • forecast 10% reduction in HS2 arrivals at Euston • Substantial reduction in JTs to Richmond, Clapham Jn, Croydon • 400,000 additional people within an hour of OOC • 150,000 additional people within an hour of Heathrow • DfT are certainly interested in the concept, but are concerned about: • Additional costs • Interaction with latest station design for OOC • Slippage in the programme • DfT have commissioned HS2 Ltd to produce a feasibility study, for which TfL are producing business / economic case

Next steps End Feb – HS2 Ltd Overground links study complete. TfL to update business case to include WEIs End March – DfT decision regarding changes to hybrid bill remit Mid May – HS2 Ltd consultation on Environmental Statement – will NOT include Overground links May – August – final hybrid bill design is developed – hopefully will include Overground links! September – TfL / Mayoral position finalised in the form of legal PPAs End of 2013 – hybrid bill submission
