Defense Logistics Manuals (DLMs) Status • Draft DODI 4140.01 – OCT 20, 2009 Out for Formal Coordination with DoD Components; WHS Suspense NOV 18, 2009 • Designates publication of the DLSS/DLMS manuals as Defense Logistics Manual (DLMs) • DLSS (aka MILS) identified for conversion to DLMs = MILSTRIP, MILSTRAP, MILSBILLS, MILSCAP, LOGDESMAP, and DAAS manual • DODAAD and MAPAAD manuals will be incorporated into the DLMS DLM, Vol 6 • Once DODI is staffed and approved: • DLSS/DLMS manuals will be sent to publications as DLMs: • DLMs will incorporate numerous ADCs not yet published • DLM format is basically the same as current DLSS/DLMS manuals • Publications turnaround time is unknown, but DLMSO anticipates it could take 6 months to 1 year from time of submission • DLMs will be published on the DLMSO website once approved/signed by publications • DRAFT DLMs, as sent to publications, will be available from the DLMSO website pending final publication
Defense Logistics Manuals (DLMs) Volume Outline • Projected Volume Outline for the DLMS DLM: • Vol 1 Concepts and Procedures • Vol 2 Supply Standards and Procedures (encompasses DLMS equivalent of MILSTRIP, MILSTRAP, and SDR supply functions) • Vol 3 Transportation (new Volume, see ADCs 305, 316) • Vol 4 Finance (currently Volume 5) • Vol 5 DLMS Data Management (new Volume) • Vol 6 Logistics Systems Interoperability Support Services • Vol 7 Contract Administration (currently Vol 4 - Acquisition)
Combining DLSS and DLMS Manuals • Background: • DLSS/DLMS procedures are covered by multiple sets of manuals • DoD 4140.1-R mandates move to DLMS procedures • DoD Components are migrating to the DLMS • DLMSO no longer has the resources to maintain separate sets of DLSS and DLMS manuals • Current process of maintaining two sets of publications, which contain essentially the same information for the different formats, is resource intensive, duplicative in nature, and no longer practical • DLMSO is moving towards combining DLSS manuals with DLMS manual • Multi-step process
