2. Goals • To stop Brain Drain in health sector in order to achieve ‘Health for All’ • To strengthen People’s Health Movement and make it a broad based movement around the globe

3. Objectives • Gather data from affected countries/ regions about the extent & effects of brain drain on health & health care • Disseminate information about impact of brain drain to health and health care • Form support/lobby group that will pressure WTO/ governments to put reforms on GATS, exclude health related services in WTO, encourage developed countries to produce own health service providers

4. Understanding the Brain Drain • Internal Brain drain- - Rural to urban - Public to private sector - General to specialisation • External Brain Drain- - From developing countries to developed countries

5. Strategies • Networking • Mass Mobilization • Research • Dissemination of information • Working with media- Print and electronic • Creating critical mass through training and capacity building activities • Forming pressure groups • Policy analysis • Evidence based advocacy

6. Activities • Contact members of PHM in different countries who are working or interested to work on the issue of Brain Drain • Conduct research to asses the extant od Brain Drain and its impact on peoples health • Launch educational/ information dissemination activities about the issues to get more people/groups into the campaign • Bring together all groups affected/ concerned in brain drain issue (trade unions, migrant workers group , medical students- dear medical student, health professionals/ providers, patient groups, people’s organizations)

7. Activities • Mobilize people to lobby/ pressure the governments to • Review human resource (Export) Policies • Regulate the outflow of health professionals • Deploy personnel/ensure adequate & balanced distribution of health professionals in the cities and countrysides • Increase the national budget for health and improve the salaries & benefits of health professionals to make them decide to stay in the country • Review and make changes/reforms in nursing and medical education to make it responsive to local health needs • Pressure groups in developed countries

Activities • Brain drain blog or website – post updates & articles about brain drain • Position paper/ E-petition, PHM News letter, policy briefs • Monitoring the implementation of concerned policies • Work with media • Training courses for young leaders ‘IPHU’ • Collaboration with other campaigns • Write a proposals for small country level projects and a global project
