  2. Overview --- what’s involved? • Federal Radiological Monitoring and Assessment Center (FRMAC) • Federal goals/objectives • EPA goals/objectives • EPA personnel • Elements & proposed schedule

Overview – What’s involved? • Radioactive Dispersal Device (RDD) detonated in Albany, NY area • Federal, State and local response beginning at +48 hours (table-top exercise for 0 to 48 hours) • Plume spread: Locally, to adjacent “areas” • Potential protective actions: • Evacuation/Sheltering • Relocation • Agricultural restrictions • Access restrictions

FRMACFederal Radiological Monitoring and Assessment Center A federal asset available on request by the U.S. Department of Homeland Security (DHS) to respond to nuclear/radiological incidents as described in the National Response Plan Provides: • Verified radiation measurements • Interpretations of radiation distributions based on Environmental Protection Agency (EPA), Food and Drug Administration (FDA), or local Protective Action Guidelines • Characterization of overall radiological conditions • Phased Response: Consequence Management Response Teams (CMRT I, II, III)

Federal goals/objectives • Evaluate incident management capabilities of federal, state, and local response resources • Assess communication, resource, and response coordination within a unified response • Assess FRMAC integration with established state and local response structure • Ensure that crime scene management and criminal intelligence gathering are taken into account • Develop implementation strategies and dissemination procedures for Protective Action Decisions (Protective Action Guides) • Demonstrate mass notification procedures

EPA goals/objectives • Evaluate the ability to integrate EPA’s assessment capabilities with those of other agencies • Demonstrate EPA’s ability to work within ICS in response to a major radiological incident • Exercise EPA’s role in ESF 15 (external affairs) at national and site-specific levels
