Empowering communities in Buliisa for Sustainable Natural Resources Use & ManagementEcosystems Alliance (EA) Project component in Buliisa DistrictImplemented by UWS in collaboration with Buliisa District Local GovernmentPROGRESS REPORT FROM BULIISA FIELD OFFICEPrepared by: Teddy Namirimu and Joel Buyinza

  2. Project objective: About 750 hectares of privately owned land brought under sustainable use and management. Demonstrations and technology transfer to private land owners • 101 households registered with Uganda Wildlife Society to offer their land for sustainable use and management demonstrations. • 717 hectares of privately owned land registered for sustainable land management technologies • 5 additional tree nurseries established; now totaling up to 6 nurseries for technology transfer and supply

Securing the buffer zone around Bugungu Wildlife Reserve for restoration technologies • UWA has agreed to give UWS 377 ha of the buffer zone to be put under sustainable management. • Activities including mapping the area, agreeing on who owns the trees, and who meets the buffer zone restoration technology budget are yet to be sorted out. • A meeting to sort out the above mentioned issues is to be held in June 2013

Project objective: 830 households practicing sustainable land and water resource use and management Technology transfer and supply to households • 30 households planted 100 seedlings of mahogany tree species supplied by Uganda Wildlife Society • 9 BMUs supplied with legal fishing nets and spools. Each BMU received 51 pieces of nets and at least 15 spools for mounting the nets

Project objective: Capacity building of at least 3 CSOs from Buliisa supported to participate in the National REDD strategy and working with the five communities in Buliisa as change agents, to connect and help the communities benefit from the National REDD Strategy CSO capacity building on REDD together with the change agents • 5 CSOs and 25 change agents trained on REDD to prepare them to participate in the National REDD process • 5CSOs and 25 change agents linked up to the national REDD focal point and coordinator institution • Prepared 5CSOs and 25 change agents to participate in the National REDD strategy • REDD technical manual supplied to all change agents, CSOs contact persons and district technical staff. • Profiling Civil Society Organizations (CSOs)

Project Objective: National level/North–South Policy formulation processes informed on lessons, experiences/ knowledge from Ecosystems Alliance project in Buliisa Policy dialogue and advocacy • One policy dialogue convened, held with Uganda Wildlife Authority (UWA), wildlife resource user groups and other relevant stakeholders from the academia and the general public • The dialogue theme was: “How Best Can Uganda’s Wildlife and Communities Adjacent to Protected Areas Co-Exist in Harmony?” • One resource use Memorandum of Understanding (MoU) signed between the fisherfolks and the Beach Management Units (BMUs)- for regulated fishing and promoting the use of legal fishing gears by the fishing communities in lake Albert

EA-Project way forward • Operationalise the secured MoUs among the fishing communities in Buliisa • Finalize with revision and signing of draft MoUs for crop farmers, livestock keepers and wildlife dependent communities • Carrying out tree planting in all the secured land; both private and public land
