INSARAG The UN General AassemblyResolution 57/150 of 16 December 2002 on “Strengthening the Effectiveness and Coordination of International USAR Assistance” endorses the International Search and Rescue Advisory Group (INSARAG) Guidelines as the principal reference for the coordination of international USAR response.

  4. INSARAG External Classification • This process facilitated the composition and the organization of USAR capacities to answer and assured the minimal standards which correspond to needs and to priorities. • The first IEC date since 2005. • Since the beginning of 2012, 30 USAR Team was classified.

  5. Classified Team • Many USAR Teams member of INSARAG are not classified yet. • The classification does not guarantee the systematic sending of the USAR Team in a sinisteredcountry. • The failure on examination of classification is possible!

Before the classification • Preparations of the USAR Team (INSARAG does not oblige to have a mentor but recommends it). • Official request for IEC to INSARAG, the dates of the classification examination are defined. • Presentation of the portfolio of evidence (PoE) and the scenario (the classifiers INSARAG receive these documents before the examination).

Classifiers and observers Classification examination : • On mandate of the UNO, classifiers who came from USAR Team (Search, Rescue, Medical, Logistic, Management) are going to be the assessors during all the duration of the examination. Classifiers and observers Classification examination : • The delegate of the General Secretary of INSARAG, who is on-the-spot, will guarantee the good progress of the expertise. • Announced Observers coming by others USAR Team are present during the practical exercise but have only observer's role.

Assessment checklist • All the points of the assessment grid are necessarily checked. • The evaluation can be realised under various forms: question-answer (oral), documents (paper), demonstration (visual). • Three answers are possible for every checked point: • Y ( Yes, green), answers the minimal standards • Y ( Yes, yellow), answers the minimal standards but the classifiers propose ways of improvement • NY (Not Yet, red), does not answer for the moment to the minimal standards = FAILURE OF THE CLASSIFICATION

Do the USAR team members undergo a medical screening process immediately prior to departure and is there a policy that allows for a team member to be replaced in a timely manner should they be deemed medically unfit for deployment?

Assessment checklist: important points for the Medical Unit 5. USAR Team Structure 5.1. Is the USAR team organisation structured in accordance with the INSARAG Guidelines with regards to: 5.1.5.  Medical 5.2. Does the USAR team have sufficient personnel in its structure to work continuously in accordance with the INSARAG Guidelines? (Heavy USAR team 24 hrs operations for 10 days at 2 sites simultaneously; Medium USAR team 24 hrs operations / 7 days at 1 site)

Fatality management procedure as determined by LEMA;

Rescue Operations 15.6. Does the USAR team demonstrate technical rope capability to: 15.6.1.  Construct and utilise a vertical raising and lowering system 15.6.2.  Construct a system that allows for the movement of a load (including victims) from a high point laterally to a safe point below.

Safety Considerations 17.2. Do the USAR team members wear appropriate personal protective equipment (PPE) as required by the situation? PPE standard : protective boots, helmet with lamp, gloves, protective glasses, suite (overall) with protection in knees PPE Medical : medical gloves, mask, medical glasses, protective apron

  30. Result of the classification • The result of the classification is given to the end of the exercise by the classifiers. • All the points of the assessment checklist are presented to the persons in charge of the USAR Team with comments. EMERCOM of Russia, successful classification, the UNO classifiers and the local authority (2011)

  31. Result of the classification • If the examination is made a success, a certificate as well as the badge is given. • The classification is valid for a period of 5 years, it is followed by the reclassification (the "yellow" points must be improved).
