Cooperative Institutes (CI) NOAA awarded 16 CIs that conduct research that supports NOAA's Mission Goals and Strategic Plan. Many CIs are co-located at NOAA laboratories and not only perform research, but also provide fellowships to train the next generation’s workforce.
Cooperative Ecosystem Studies Units (CESUs) • Consortium of Federal, state, local governments, educational institutions, and non-profits, grouped into seventeen regions • Provide research, technical assistance, education, and multi-disciplinary structure needed to address natural and cultural resource management issues at multiple scales and in the context of an ecosystem

Challenges • AGO operates at 1-2% of obligated dollars, well below benchmark of 3-9% • GMD understaffed at a 40 person division for approximately 4,000 financial assistance actions. Contract support makes up almost half of GMD workforce. • Uncertainty of budget leads to GMD receiving 80% of workload in 4th quarter of the fiscal year
