Background to the Programme • MOD Consultation Paper 2011 • Based on a number of reports highlighting a lack of support for ESLs • Existing COBSEO work streams • RFEA leading on employment • Recognition that military charities don’t hold all the keys • Consortium developed
What is The Future Horizons Programme ? Non Military run programme – 1 year trial ** Funded by FIMT Open to ESLs from ITC and Catterick Garrison Opt In for continued support after discharge Assisting transition – COBSEO objectives Partnership model - COBSEO members, commercial Welfare to Work companies and other 3rd sector organisations Focussed on supporting ESLs into employment
What is The Future Horizons Programme ? • Based in Hook Coy – linked into the existing process • Two Advisors – interview ESLs pre-discharge • Assessment of needs • Registered on the systems • Allocated to a Specialist Employment Consultant (SEC) • Central Employment Team track progress • 3 Stages to the programme: • No help required • Standard job finding support • More complex support needs • Various evaluation strands being measured • 12 month report delivered in April 2013

Made up from leading organisations in the industry RFEA providing Stage 1 and 2 of the programme Linked into existing Career Transition Partnership (CTP) Stage 3 providers deliver geographical coverage Strong links with “Civvy Street” More and more interest from other partners as the programme progresses – Avondale House

Measuring Success • Creating the first credible baseline of data • Capturing valuable data on ESL demographic profiles and needs • Employment Outcomes • Training & Education Outcomes • Critique of the consortium model • Quantitative & qualitative data collection • All to inform future recommendations for the MOD and interested parties
Measuring Success Progress to date
Progress so far • The model isworking very well • 99% opt in rate – unprecedented engagement • 1200 + opted in – 9% trained staff • 15% Stage One Provision - 15% Stage 3 Provision • Stage Two -70% • SECs report significant improved engagement with ESLs post discharge
Building For Success • Looking at options – continuation & expansion • 12 month report - key driver for continuation • Funding Options: Short, Medium, Long • Agreeing a model/ future concept • Linking into wider COBSEO developments • Continuing to secure partner buy in
