Low Emission Strategies • LES - using the planning system to reduce transport emissions • LES Programme – Phase I (Jul 08 – Dec 09) • LES Programme – Phase II (Sep 09 – Mar 11)
Using the planning system to reduce transport emissions Proposed Development Options include: Travel planning,Smarter choicesPublic transport, Road charging Business as usual Trips Fewer Journeys Increasing acceptabilityof development Current Emissions Mode Shift Baseline Technology Residual Emissions Low Emission Development Options include: Hybrids, Electric, Biogas, Biofuel and Hydrogen Target
Some Key Planning Measures… • Specification of minimum emissions standards to be achieved by service vehicles accessing the site • Residential car parking with a graduated annual charge depending on Euro standard and/or vehicle VED rating • Contributions to enhance provision of local public transport, supporting deployment of low emission technologies • Provision of electrical vehicle charging points • Provision of car club, deploying low emission vehicles
‘a package of policies & measures…’ ‘to mitigate the transport impacts of development by accelerating the uptake of low emission transport fuels and technologies in and around a new development…’ ‘secured through a combination of planning conditions & legal obligations…’
‘Encouraging wider adoption of low emission strategies by local authorities and supporting the effective use of associated policies and measures’
