  3. covering kids & families(CKF) Find new ways to reduce the number of uninsured children and families in Wisconsin, often through education about BC+ Began in 1999 Based at UW-Madison covering kids & families

The School-Based Outreach Project:Schools and BADGERCARE+ Increase awareness and understanding of BC+ among key district staff Encourage promotion of BC+ through school to students and families This, in turn, means more students (and families) in need of health insurance can find the support they need Resources available to schools created from lessons learned from a 3-year pilot project with 16 Wisconsin school districts, local partners, county agencies and CKF. covering kids & families

Your Assistance Can Be Critical In Wisconsin, 83,000 children (7%) were uninsured during 2008 With economy and rising health care costs, more becoming uninsured School staff are often a first resource for families in need Well-respected Most districts already providing some BC+ information (66%) Yet, 52% feel their knowledge of BC+ is “not very good” And 82% would like more BC+ education covering kids & families

Benefits Include: Doctor and clinic visits Prescription drugs Prenatal and maternity care Inpatient and outpatient hospital services Emergency room visits Nursing home stays Laboratory and x-ray services Medical supplies and equipment Dental and vision services Mental health and substance abuse Day treatment services Nursing services Over-the-counter tobacco cessation covering kids & families

  8. Who Can Enroll? There are four main categories: Children: No income limit Parents/Caretaker Relatives: “Low Income” Pregnant Women: “Low/Moderate Income” Adults without Children: “Low Income” covering kids & families

Factors in Eligibility Access to Employer Health Insurance can impact eligibility Children: generally eligible regardless of access children with “affordable” insurance required to spend down to lower income (Use paper application; cite BC+ handbook 17.1) Parents: eligible only if employer pays <80% of premium covering kids & families

  11. Other Factors in Eligibility Access to Health Insurance Can prevent eligibility Magic Numbers <80% of premium amount BC+ can “wrap around” employer coverage <150% of poverty--kids only Access to coverage disregarded covering kids & families

Other Factors in Eligibility Residency/Citizenship Available only to U.S. citizens or those lawfully residing no five-year wait for pregnant women and permanent immigrant children Somecoverage available to undocumented immigrants emergency services prenatal care and delivery covering kids & families

  13. How Does Someone Apply? On-line using access.wi.gov By mail (paper application) Can be found online at http://badgercareplus.org/pubs/index.htm (“Form F-10182”) Available in English, Spanish, and Hmong In-person at most human services departments People can now renew their benefits on-line using Access covering kids & families

  14. What Does It Cost? Most members will have small co-payments for most services, doctor visits, and prescription drugs Members at higher income levels will pay monthly premiums. Examples: children in families with incomes above 200% FPL caretakers with incomes above 150% FPL covering kids & families

  17. ACCESSaccess.wi.gov Am I Eligible? This process will take about 15 minutes. It’s a quick and easy way for people who live in Wisconsin to find out if they might be able to get:       Help with buying food       Low- cost or no-cost health care       Help with buying prescription drugs       Home energy assistance Help with paying for child care Wisconsin Works (W-2) cash assistance and help finding a job      Special tax credits covering kids & families

  18. ACCESSaccess.wi.gov Apply for Benefits This process will take about 60 minutes. People can apply for: BadgerCare+ FoodShare (Food Stamps) Family Planning Waiver Child Care To practice completing a full application visit: https://trn.access.wisconsin.gov covering kids & families

ACCESSaccess.wi.gov Express Enrollment Immediate & Easy but Temporary Enrollment For Children: <1 yr. old with family income up to 300 % FPL ages 1 - 5 up to 185% FPL ages 6 - 18 up to 150% FPL For Pregnant Women up to 300% FPL Coverage only until the last day of following month Follow-up with full application right away! Organizations can certify to Express Enroll children Only medical providers can Express Enroll pregnant women covering kids & families

BADGERCARE+“Core” Adults without Children Ages 19 to 64 years Separateprogram from regular BC+ Different benefits Different application process & rules Different costs to participants State implemented waitlist on 10/09/2009 Plans to provide some services for those on waitlist “BadgerCare+ Basic” To apply: Online at access.wi.gov Over-the-phone by calling 1-800-291-2002 covering kids & families

Emergency Services Must use paper application Write at the top of the first page in big letters: “EMERGENCY MEDICAL SERVICES” Family needs to collect these items: • Income: check stubs (last 30 days) or if job ended, verification • Date of birth: birth certificate, passport, or I.D. • Identity: passport or school picture I.D. • Statement of Identity (“HCF 10154”): http://dhs.wisconsin.gov/forms/F1/F10154.pdf Send application and items #1-4 to county social services or Job Center covering kids & families

Emergency Services Additional Notes: Specify periods of coverage Ask medical provider to fill out form F-01162 dhs.wisconsin.gov/forms/F0/F01162.pdf Family will NOT be reported to US Citizenship and Immigration Services If denied, try again Cite: BC+ handbook 39.1, “BC+ Emergency Services covers, for non-qualifying immigrants, all labor and delivery services and only those medical services needed for the treatment of an emergency medical condition.” covering kids & families
