Research – Education – Extension Continuum • Without Extension activities, the importance of scholarship is marginalized • Network for delivery of existing and new knowledge, critical to public stewardship • constituents lives are improved • exploratory scholarship is recognized • recruitment is aided

Funding as a Means to an End • We want to push the envelope • State and feds appropriations – expect the World but fund the State. • Leverage valuable resources • Improves visibility of our effectiveness by reaching more constituents • Impeccable Stewardship Warranted • To ensure our public benefit is maximized • To protect ourselves from findings of wrongdoing – howsoever unintentional • Preserve Public Trust

  6. Contract and Grant ProcessesCounty-Level • County Field Faculty/Agents have two options available for processing proposals (requests for extramural funding). The decision as to which option is most appropriate rests with the field faculty/agent/county director/district director. • Field faculty/agents can opt to process proposals through their County Government/County Finance Office OR 

Contract and Grant ProcessesCounty-Level • Options Continued • Field faculty/agents can opt to process proposals through NCSU’s Project Information and Navigation System (PINS) • Decision Considerations: • Is it more appropriate to come through NCSU or County? • Compliance with Federal/Sponsor Regulations

Contract and Grant ProcessesCounty-Level • Options Continued • NCSU Faculty must process all proposals submitted to external sponsors (and some internal sponsors such FRPD, Sea Grant, WRRI and Extension and Engagement) through the PINS system • Proposals are routed through the department/unit head for approval and then to the College Research Office for review

  9. Contract and Grant ProcessesCounty-Level • College Research Office has delegated signature authority for selected sponsors as designated by NCSU Sponsored Programs • NCSU Sponsored Programs Office retains signature authority for all other sponsors

Processing Contracts and Grants • Project Information Navigation System • Representations and Certifications • Legal stuff required by our sponsors • Information about a Project • Title, sponsor, start and end dates, anticipated funding, and an abstract • Information about compliance requirements • Human Subjects, animal use, conflicts of interest

Budgeting Direct and Indirect Costs • Budget according to State and Sponsor rules • Know the Sponsor Rules (RFP) • Know the State Rules • Tie budget to program objectives • Website provides much needed information • Indirect Costs • AKA, Facilities and Admin costs or Overhead • Is it a tax?
