UAB Student Information System IT Committee for the UA System BOT December 10, 2004
Common Student Information System • Resolution passed at the June 2002 BOT designating SCT Banner as the common Student Information System for the three campuses • UA and UAH Student System Projects are currently underway • Given the successful implementation of the Oracle HR and Finance systems, UAB is now ready to begin the Student Information System Project
Technical Considerations • SCT Banner runs on the Oracle database which is the UAB standard • Both Oracle and Banner use Oracle Forms as the development tool of choice and UAB has expertise in this area • The Banner product utilizes a Unix platform • UAB has developed considerable talent with the Oracle project • This will complete the transition from the mainframe technology • Gartner Group was consulted and advised an Oracle Student System would be high risk and cost due to potential customizations while a Banner implementation is more stable and predicable
Functional Considerations • Our students and faculty will have access to information through an easy to use web interface anytime and anywhere • The system will incorporate university, school and department academic policy rules and automatically notify students of academic warnings, probations and suspensions • The Banner system will provide a consolidated comprehensive student record from the earliest stages of recruitment through graduation to alumni – i.e. “cradle to grave” tracking • The Portal technology will give each user a personalized entry into the UAB digital community • Use of a student identifier instead of the social security number will address FERPA requirements • The system will provide flexibility for responding to mandated changes in state and federal reporting and professional accreditation requirements
Financial Considerations • UA System had previously negotiated deep discounts in an agreement known as Consortium for Higher Education Technology Agreement (CHETA) • SCT was purchased by SunGard earlier this year and their last independent fiscal year ends this month • UAB negotiated an offer which will provide an additional 24% savings off software list price with further maintenance and implementation fee discounts totaling $3.7 million savings for the project and recurring fees
Project Budget Software $1,240,914 Hardware/Storage 866,000 SCT Support Training, Functional and technical 6,008,652 Other technical 845,000 Contingency 500,000 Total Project Budget:$9,460,566
Action • Request BOT approval of the University of Alabama at Birmingham Student Information System Replacement Project and the Project Budget • University of Alabama at Birmingham is authorized to enter into an agreement with SunGard SCT for the software and services
