I considered re-titling my presentation: Thinking Local Acting Local
but drawing lessons from the evolution and history of community based energy organisations in Scotland over the last 25 years
I think a more appropriate title would be: “They Paved Paradise And Put up a Parking Lot” -source: Joni Mitchell, Big Yellow Taxi
We will erradicate fuel poverty by using local initiatives, using local people, going door to door, going street by street, targeting, and doing all the work

Increasing popularity of bundling public sector contracts into larger units to get economies of scale benefits works against small businesses and CBOs
publically listed companies shareholders profits leave the community Vs community based organisations profits stay in the community
What is the target? Is it - • fuel poverty eradication • CO2 emission reduction • reducing consumption • increasing competition
Energy efficient homes that are warm, dry, and affordable to heat!
need to go beyond limited impact / low tech / cheap measures: • External wall • Renewables
CBOs lack • experience • expertise • skills • knowledge
to be part of the solution • CBOs need • support • finance • protection
If we want CBOs to be part of the solution then we need to empower communities
Otherwise Irish CBOs will go the way of many Scottish community based energy projects
