  3. The National Association of Minority Contractors (NAMC) is a trade, educational, and advocacy association, established in 1969 to address the concerns of minority contractors. Currently, NAMC’s services extend to approximately 5, 000 minority contractors in the United States. The association’s national office is in Washington, D.C. The staff is committed to the enhancement of its individual members and their companies. The services provided extend far beyond minority construction entrepreneurs to the people they employ and to the communities in which they live and do business. • NAMC’s membership consists of general contractors, subcontractors, manufacturers, suppliers, local minority contractor associations, technical assistance organizations, state and local government agencies, engineers, architects, attorneys, and accountants. The Major Corporate Partners (MCP) program has approximately twenty prime building contractors within the NAMC Board and membership to exchange ideas, provide networking opportunities, and to discuss issues within the construction industry. • The Major Corporate Sponsor (MCS) program participants are the owners/buyers of construction services. They work with the NAMC Board and membership to open the doors of opportunity in the private sector that have been traditionally closed to minority contractors. This is accomplished through their companies’ diversity policies to increase minority contractor participation. • NAMC reviews, analyzes, and recommends changes and improvements to positively affect/impact the growth and stability of the construction industry. NAMC monitors financing, bonding and legislative issues, government relations, union activities, workforce availability, and contracting opportunities. DETROIT CHAPTER

Financial institutions, industry-related corporations, and government legislators are kept abreast of factors that adversely affect minority contractors. • NAMC’s educational programs are held during the Annual Conference, Fall Retreat, and Winter Conference. Workshops cover Productivity Improvement, Developing Stronger Management Teams, Quality Control, Affirmative Resolution, and Procurement Opportunities. • For the past 36 years, NAMC has served the advocacy, training, and business development needs of minority contractors. NAMC has developed an excellent reputation for its training in environmental services and other areas of construction skills, for its outreach to minority contractors, and for its identification of both public and private sector contracting opportunities. NAMC is a knowledgeable and effective voice, advocating on behalf of minority contractors at the federal, state, local, and international levels. DETROIT CHAPTER

  6. Section 1. • Current dues for membership paid directly to NAMC National are: • Large Gross revenue over $5,000,000………….…………….……..$1,600 • Intermediate Gross revenue between $1,000,000 and $4,000,00……………..$800 • Small Gross revenue less than $1,000,000………………………………..$400 DETROIT CHAPTER

Section 2. • For persons who are members of organized and approved NAMC Chapters, the Chapter is responsible for obtaining and passing to NAMC National the membership applications and dues of its members. • Upon applying to become an NAMC Chapter, the local association will forward a minimum of ten (10) regular member applications and their dues based on their gross revenue or a minimum total of $4,000.00. • The minimum fee for NAMC Chapters is $4,000.00 shown in Step #1. Each NAMC Chapter may select a total fee, greater than the amount required by National, in order to finance its own local activities. (Included in this total shall be a fee for a State Chapter if that is the local organizational structure). • The Chapter shall forward to NAMC National the following portion of the membership dues collected in no more than fifteen (15) days after collection: DETROIT CHAPTER

Dues are due April 1, of each calendar year. • d) When a minority contractor applies for membership to the National Office and they • live within the geographical area of an organized and approved NAMC Chapter, the National Office shall refer them to the local Chapter with a copy of the application form. • The local Chapter shall contact the applicant and obtain a Completed Chapter application form. The Chapter is to send a copy of that form to the National Office with the portion of the dues. • Upon receipt of the application form, NAMC National will record them as paid and • if the contractor had previously sent dues to National, then National will send to the • Chapter any remittance paid in excess of the National portion. • If there is no identifiable NAMC Chapter, the contractor shall be considered a direct • member of National. • NAMC Chapters must maintain a minimum of seventy-five percent (75%) of all of its recorded members as paid-up- members of National, with (10) members being the minimum to retain its approval status. • Major Corporate Partners Program (MCP) • If a Chapter recruits an MCP participant, the MCP shall pay a total of $5,000.00 per year. The chapter shall retain $1,500.00 of this amount and forward $3,500.00 to National with the MCP application. • After the initial year, the Chapter shall receive $500.00 per year each year that MCP participant remains in the program. Section 3. • If members from one geographical area are deciding to work in another geographical area which is serviced by a local Chapter, they are requested to inform local Chapter of their intent to work in that area and are encouraged to utilize the services of local NAMC members in their projects to the extent possible. • Chapters shall keep National informed, on a timely basis, of all membership renewals, new memberships, activities and any items of interest. • Each Chapter is responsible for certifying that minority contractor members are bona fide and certified as “minority owned and managed on a daily basis” business. • When requirements for possible business opportunities are referred to National, National shall notify the local Chapter and those local contractors who appears to national, from its information, are best qualified for the potential opportunity. • Chapters are required to hold at least one meeting per month. Minutes of each meeting shall be sent to the National Office. One month prior to each NAMC Annual Conference each Chapter is required to send an Annual Report of the Chapter’s activities to the National Office. • For those chapters who do not comply with the aforementioned policies, a letter of warning will be issued. The chapter will have a 30-day period in which to comply with the policies, or the de-certification of that Chapter will be addressed at the next scheduled meeting of NAMC’s Executive Committee.   10. Step 1 • APPLY TO ESTABLISH AN NAMC CHAPTER • _____ A. Forward a letter to NAMC’s President expressing your interest in forming a Chapter of NAMC. • ______ B. Complete the Chapter Application, be sure to attach copies of all requested information. All documentation must be provided to NAMC National before further consideration will be given to your request. • ______ C. Remit Chapter Fee: $4,000.00 NAMC Chapter Application Fee is the minimum cost of ten (10) members at $400.00 per member. DETROIT CHAPTER

  11. Step 2 • NAMC NATIONAL HEADQUARTERS CONFIRMATION • Upon receipt of the above information (Step 1), NAMC National Headquarters will process your application. On approval by NAMC’s Executive Director, you will be forwarded permission to proceed and be designated as a Chapter-in-Formation. DETROIT CHAPTER

Step 3 • CHAPTER SUBMISSIONS • In order to be designated a Chapter of NAMC, the following must be met no later than sixty (60) days after being granted “Chapter in Formation” status: • (If the following is submitted with the application, Step 2 will be omitted and the approval process will be expedited). • ___A. Articles of Incorporation • ___B. Chapter By-Laws • ___C. Listing of Profile/VETA of duly elected officers • ___D. Map depicting geographical area to be service • ___E. Breakdown data on contact person for the assn • ___F. Printed membership applications and natl. fee • ___G. Attach a copy of your requests for 501-3(c) tax exempt status DETROIT CHAPTER

  13. Step 4 • OTHER CRITERIA • Each Chapter must have eight standing committees. Provide information on committee chairperson and co-chairperson and a statement as to the objectives of each committee and a copy of a current meeting schedule and projects. The eight committees shall be as follows: • Administrative • Membership • Finance and Budget • Legislation • Nominating • Action • Procurement • Major Corporate Partner Program/ Surety Industry Partner Program • Mentor/ Protégé • Education / Marketing to Clients / Workshops & Seminars • B. Chapter Office: Each NAMC Chapter must have an official mailing address and telephone number to facilitate Association business. A Chapter office can be located in the office of an officer, however; a separate telephone number and file cabinet must be maintained to facilitate Association business DETROIT CHAPTER

  14. Step 5 • CHAPTER CERTIFICATION • Upon review and approval of your completed application by NAMC’s membership committee, a recommendation will be made to the full Board of Directors. • A. NAMC’s National Board of Directors will make final approval at the next Board of Director’s meeting following the membership committee’s recommendations. The Board meets quarterly. In the event a quarterly Board meeting is missed, the Board’s Executive Committee is empowered to grant approval of Chapter status. • B Officers of the Chapter will execute NAMC’s Chapter-In-Formation Agreement: (see attached). • C. Chapter Swearing-In Ceremony: Each Chapter will participate in official swearing-in ceremony before its members and National Representatives. Once a Chapter is sworn in, an official NAMC’s Chapter Charter will be awarded and given the NAMC’s official seal. • If you should have any questions or need additional information on making application to establish a Chapter of NAMC, please do not hesitate to contact NAMC’s National Office in Washington, D. Step 5A • CHAPTER -in- FORMATION • This agreement, made as of this________day of _____________20__, between the National Association of Minority Contractors, a non-profit corporation of the District of Columbia duly formed and organized to engage in business education, training and providing other construction related assistance to minority contractors throughout the country, having its principal office in Washington, D. C., (hereafter called NAMC) and the _______________________________________ • In the State of________________________________(hereafter called the local association) duly formed and organized to engage in business education, training and providing other construction related assistance to minority contractors, having their principle offices in_______________________, • The said parties hereinafter WITNESSETH that: • Whereas, the local association agrees to abide by the intent of NAMC By-laws and actively participate in the perpetuation of viable minority contractors. • NAMC • NAMC logo is to appear on local association publications and stationery. • (Use of name or affiliation; chapters in good standing only) • ACTIVITY • The local association is to constantly strive to create a positive and progressive program consistent with the mutual goals and objectives of local association. • MEMBERSHIP • The local association is to be the representative of NAMC and remit the annual membership fees and applications.
