Synergies between NDCs and SDGs Michael Comstock Climate Change Specialist, UNDP NDC Regional Dialogue for Eastern Europe, Caucasus, Central Asia Tbilisi, Georgia 21-23 May 2018
2030 Agenda • 17 global Sustainable Development Goals (SDGs) • 169 specific targets • Paris Agreement • Aligns with 2030 Agenda • Establishes global goals for climate action • NDCs are heart of agreement
NDC and SDG Synergies • Negotiators recognized alignment, opportunities to reinforce agendas (not done in isolation) • NDCs can advance more than just SDG 13 • SDG-related efforts (e.g., sustainable cities, clean energy) contribute to NDC goals • WRI finding: Across 92 NDCs examined, climate actions were aligned with 154 of the 169 SDG targets
Two Distinct but Interlinked Processes SDGs NDCs 2030 Agenda Globally defined, universal goals and targets Paris Agreement UNFCCC global negotiation process Localization process Global reporting and aggregation Nationally defined priorities Nationally Determined Contributions SDG Implementation Plan NDC Implementation plan
Countries Moving toward Concrete Implementation at National Level • NDC and SDG implementation plans • Often parallel, siloed processes with little communication • Different ministries, institutional processes, data sets, etc. • Remember substantive overlaps during implementation! • Reinforce synergies between agendas, accelerate progress • Reduce duplication, increase efficiency (resources, capacity, expertise) • Mainstream climate in development (incorporated into national/sectoral planning, not seen as separate processes) • Whole-of-society approach (national, sub-national, other stakeholders)
UNDP Support for Both Processes SDG Implementation • Working with UN System through Mainstreaming, Acceleration, Policy Support (MAPS) approach • Integrated support to 114 countries • Support • Tools to measure, finance and implement development plans, • Embed SDGs in national development plans and structures, • Prepare SDG roadmaps NDC Implementation • Regional NDC dialogues (since 2014, over 150 countries) • Support 43 countries develop INDCs • NDC Support Programme • Support 48 countries on NAPs • Climate change portfolio (GEF, GCF, LDCF, SCCF, AF, bilateral) Question of how. Food for Thought • What type of future do we envision for our countries? How can NDC and SDG processes help us get there? • How can we achieve the development we want in the most efficient and sustainable way possible? • How can climate change and NDC goals be mainstreamed into planning processes to advance national development goals and achieve long-term sustainability?
