Purpose The Early Intervention Program (EIP) is… • designed to serve students who are at risk of not reaching or maintaining academic grade level performance • additional instructional opportunities for students • focused on reaching grade level performance in the shortest possible time.
Instructors EIP must be staffed by certified teachers. Paraprofessionals may assist kindergarten EIP teachers for the purposes of reducing the student-teacher ratio to meet class size reduction rules.
Tier 2 • Targeted students participate in learning that is different, research-based and includes on-going progress monitoring • For EIP services to be considered a Tier 2 intervention, the instruction that is occurring during this intervention would be in addition to Tier 1 and be evidence-based. • Every student should participate in: • Universal screeners • Standards-based instruction • Differentiation – including flexible grouping • Progress monitoring with multiple formative assessments • Positive behavior support
Delivery Models • Augmented • Reduced Class Size • Pull-Out • Self-Contained • Reading Recovery • Segment lengths – 45 minutes K – 3rd 50 minutes 4th - 5th
Eligibility Criteria Method 1: • K – 1 GKIDS • 2 – 5 CRCT Method 2: • EIP Rubrics • Local Rubrics, Checklists and Assessments • WAP-T and MODEL for ELL students For grades 2-5, Method 2 allows up to 3% of the students to qualify for EIP.
EIP Rubrics • Teachers will rate indicators in reading and/or math based on student performance • Students may qualify specifically for reading and/or math or both • Checklist is aligned to current curriculum rollout

Eligibility with Local Assessments: • For CCSS, the following eligibility criteria will be used: • 1st level • Does the child fall in the eligibility range in Reading or Math using the CRCT (Does Not Meet) or GKIDS • 2nd level • Does the child meet eligibility using the DOE EIP Rubric? • 3rd level (Local Assessment) • Does the child’s score in Reading or Math on the universal screener (GRASP or DIBELS) fall below the cut score?
Formative Assessments Students placed in EIP must be administered continuous assessments that will reflect achievement gains throughout the academic year.
Instruction Within the EIP Intervention Instruction should be differentiated in: Content: Multiple options for taking in information Process: Multiple options for making sense of the ideas Product: Multiple options for expressing what they know Environment: Multiple arrangements and settings to foster engagement and relevance. Teachers should adapt instruction to the students’ differences and modify their instruction to meet students’ varying learning preferences, readiness levels, and interest.
Accelerated Instruction Challenging instructional activities that are intensively focused on students academic deficiencies designed to enable the student to achieve grade level performance in the shortest possible time.
Additional Instruction More time for student learning and academic instruction beyond the regularly scheduled academic classes that is focused on the knowledge and skills the student has not mastered
Parental Involvement How should parents be notified of student participation in EIP? • Before services begin, the school shall provide a ten calendar-day notice for an opportunity to conference with the student’s parents or guardians and the student to discuss the student’s performance and the role of the Early Intervention Program. • EIP funds may not be used for parent workshops.
Class Size Pull-out maximum class size is now 11 – 16.
Assessment and Accountability Eligibility records and exit documentation must be maintained at the local school and made available for monitoring upon request.
Exit Criteria • Meets or Exceeds Standards on GKIDS • Meets or Exceeds on CRCT • Local Assessments and/or rubrics and/or checklists indicate “on grade level” performance
First EIP report • A meeting will be scheduled soon to discuss our first EIP report and minor changes. • The report is due to the DOE at the time of the October FTE count.
