EU Blue Card:Highly Skilled Migrants • fast track procedure for special residence and work permit • Possibility for an MS to reject application on ethical recruitment grounds • Commission progress report in May 2014
EU Blue Card :Highly Skilled MigrantsCommission Report May 2014 • Low number of EU Blue Cards granted • BE, CY, DE, EL, LU and MT : option to reject application on ethical recruitment grounds • Lack of information from MS on measures taken • EC work with MS to raise awareness
European Migration Network: Responses • Ad Hoc Query on ethical recruitment • 18 countries responded, detailed evidence: D, NL, PT, F, PL, UK • Training exhanges, internships, bilateral-agreements • Input to WP4 and WP7
Conclusion What do we learn? • Immigration policies are the traditional mechanism for managing international migration flows • Circular migration is little developed • Bi-lateral agreements focus on facilitating labour mobility/recruitment/social protection rather than managing migration • High variations among countries on the types of agreements 7
Mobility-Recruitment (EU) • Economic crisis – new migration patterns • No easy solutions – free movement • Solidarity via EU Cohesion Funds 2014-2020 • EPSU/Hospeem Code on Ethical Recruitment Exchange practice, improve data/info • Joint Action:mobility data • EU study on effective retention measures • OECD study on education and training capacities of doctors/nurses
