Privacy • What level of privacy do we support? • Two levels of location data collection. • Anonymous - statistical data purposes. • Individual - contains user identity. • Where is privacy controlled? • Is it a provisioning parameter in the HLR? • Is it a request from the mobile to the network? • Is it blocked at the mobile?
Privacy - What types of restriction are needed? • E911. • No restriction required. • Network Maintenance. • Needed for fraud control. • Needed for network maintenance. • No restriction desired. • Surveillance. • May be needed in the future for lawful surveillance. • Application permitted. • Note: User initiated blocking can be in conflict with an application invoked by the user.
Privacy 3 • No unauthorized party shall know the mobile’s position. • Assignment: Determine where the control point should be - Operators/TSG-S. • i.e. Mobile requested vs. mobile blocked. • Note: Only applicable to mobile based technologies, network based technologies can find an active mobile independent of the user’s desires.
Area of Uncertainty • What form? • Ellipsoid (3D) and probability. • Numerical value. • Commercial requirements may differ from emergency service requirements. • Assignment: Review existing E911 parameters to see if they are adequate for location services. • CTIA WIN Task Group/TSG-S.
Legacy Handset Support • Do we support all handsets or just new handsets? • Network based solutions are generally applicable to all handsets. • Mobile based or mobile assisted techniques have the potential for greater accuracy particularly in rural environments. • This is an ongoing issue subject to FCC rulings.
GPS Assist Info • What is the location sensitivity of the data? • What is the time sensitivity of the data? • Assignment: To be answered as part of the Broadcast activity within TR45.5/TSG-C and T1P1.
Idle Mode • What level of support is provided for idle mode tracking? • Network based solutions are not well supported in the air interface. • User Zone Determination - Mobile vs. Network. • Tiered Services is based the mobile doing the determination - reduces the traffic between the network and the mobile. • Assignment: Examine the issues associated with idle mode tracking and User Zone determination. • CTIA WIN TG.
Capacity • Concern was expressed over the amount of traffic from tracking applications and idle mode monitoring. • How do we manage capacity overloads? • Assignment: Statements need to be added to the SRD.
Interfaces - Standardization • What Interfaces Need to be Standardized? • TSG-S/TR45.2 • PDE - MPC? • Time Slot, Long Code Mask, Cell site(s). • On which side of the A-Interface does the PDE reside? • Refer for comment to TR45.2/TR45.4/TSG-SS. • PDE - MS? • Assist Info • Pseudo Range • Actual Location Info - To/From • PDE to RAN? • Network • Network Assist (Broadcast) Info.
Network Based Solution Support • Air Interface Support Needed • MS to Network Position Request. • Network to MS response with location. • Wake up the ‘idle mode mobile’ request. • Network to MS - Movement sensitivity parameter. • MS to Network - I’ve moved notification. • Assignment: TSG-C/ TR45.3.
Service Definitions • CTIA WIN TG SRD needs amplification of the reference model. • SRD needs to be socialized. • TSG-S needs to review the SRD and provide comment. • Technical Service requirements • Accuracy (rural, dense urban). • Location ‘customer” • mobile, network, external. • Idle mode info. • Application Interfaces
