The Problem Out-of-pocket-payments (OOP) causes impoverishment: • About 1.3 billion people worldwide cannot access effective and affordable health care if needed • Every year more than ca. 150 million individuals face financial catastrophe • About 100 million individuals fall into poverty each year by the need to pay for health services

  3. The Problem • Lack of awareness and understanding of social health protection (SHP) • Much funding goes into vertical programmes • SHP not adequately integrated into national health plans and policies • Inadequate and fragmented policy advice and technical support • High transaction costs through duplicated efforts

  4. International Health Partnerships

G8 Summit Declaration 2007 Heiligendamm „The „Providing for Health“ initiative will create an international forum for dialogue and collaboration on the financing of health systems in poor countries and on expanding initiatives of national and international donors to improve the efficiency of increasing national and international funding.“

Policy Consideration Expanding Social Health Protection • Reduce out-of-pocket spending • Increase prepayment and risk pooling Social health insurance, community based health insurance, tax-based financing, private insurance, vouchers Putting the Paris Declaration on Aid Effectiveness into Practice

  7. Objective of P4H Expanding social health protection in partner countries Harmonizing policies Coordinated policy advice in close cooperation with partner countries Sharing information and experiences

  8. P4H Activities • Coordinated support to Partner Countries • Building an evidence base for SHP • Building bridges between domestic financing for SHP and external funds • Communication and advocacy

  9. Some more facts… • P4H will NOT be a new financing mechanism • P4H will have a light management structure • ILO, WHO, France, NORAD, BMZ will be P4H members • P4H is a partnership, all interested members are involved in the design and further development of P4H

  10. International Health Partnership - Providing for Health • P4H is in the design phase • P4H will work in close cooperation with the International Health Partnership (IHP) • P4H will focus on sustainable domestic health financing structures for social health protection

  11. P4H adds value by: • Putting social health protection on the international and national agenda • Ensuring complementarities by pooling resources and expertise • Allowing the coordinated formulation of policies options for countries
