2007 Motion • Established off-leash area with the following legislative intent: • Develop a master and management plan for the park • Recognize the park as multiple legitimate users • Relative to developing the long-term plan, it should recommend long term preservation items including • Protection of environmentally sensitive areas • Protection and management of stream beds • Protection and preservation of wetlands • Enforcement of closed areas and park rules • Park Goals • Protect and restore natural and cultural resources • Restore damaged areas • Maintain and enhance multiple users with minimal conflict • Identify additional off-leash locations • Uphold management responsibilities • Formalize monitoring and adaptive management • Establish and enforce rules • Develop consistent funding
Administrative Recommendations to Draft Ordinance • Have Council Adopt the Comprehensive Use and Management Plan as well as the ordinance • Include west end of Parley’s Trail as access point including dogs on-leash • From east Tanner Park parking lot to top of main access A establish dog on-leash trail. From that point down into park a dog off-leash trail. • Riparian protection shall be 50’ from AHWL • No dogs on south side of creek between bridges on loop trail and on trail down into park from access C • Include reference to interim map in ordinance (15.10.090) • There are minor word edits that have been discussed with council staff
