Authorize mandatory funding – comes directly from Treasury, not through appropriation process. Budget: Provides top line budget assumptions to the Appropriations Committee and Revenue assumptions to the authorizing committees. Appropriations: Directs the release of funds from Treasury. Gives specific direction for the use of funds. Establishes 302b allocations for subcommittees.
