EURANEST NPO EGTC • NPO: Finalisation of the statutes • FUTURE: E.G.T.C. • EUROPEAN GROUPINGS FOR TERRITORIAL COOPERATION New European instrument (July 2006) to: • Facilitate and promote cooperation between members of the EU: • Cross-border • Trans national • Inter-regional • Reinforce economic and social cohesion objectives: • Simplification of the process of territorial cooperation between the frontiers of the Union • Provide a coherent and clear framework for national, regional and local intervention • Overcome constitutional, legal and financial barriers EGTC = Proof of the enthusiasm of the Province de Luxembourg which has every reason to seize these opportunities
Nature and composition of the EGTC • Organisation with the legal status and capacity to act in the name of and on the account of its members. • The entities that can compose an EGTC: • Member states • Regional collectivities • Local communities • Public organisations (Directive 2004/18/CE, 1st article, § 9, al 2) • Entities from third-party countries can participate in an EGTC if the legislation of the state concerned or if agreement between states allows it • The members of an EGTC must be located in the territory of at least two member states • Euranest: meets the requirements in nature and composition
Tasks of the EGTC (2 main tasks) • 1/ Implement programmes of territorial cooperation co-financed by the EU (Objective – regional competitivity and employment) • 2/ Perform actions of territorial cooperation on the sole initiative of the member states, their regions and local communities without the financial intervention of the EU • Euranest: actions of cooperation, respect for strategic community orientation, Structural Funds • The tasks are defined by the members in a «convention for European territorial co-operation». They must be limited to «facilitating and promoting territorial cooperation». • All of the tasks must demonstrate the competence of each of the members in terms of national law. • Certain tasks are excluded: police powers, regulations, justice and foreign affairs policy. • Euranest: environment, sport, tourism, economic and social development

EGTC - contact Belgium/Walloon Region Province of Luxembourg The role of «observation» entrusted to the states concerned by an EGTC implies establishing a profound dialogue between those entities wanting to set up an EGTC and the authorities in those states responsible for control. EURANEST: contacts between the provincial body and the WalloonRegion Belgium: no administration yet designated for the registration of the EGTC
