What’s the EU? • Needed after WWII to prevent future conflict between France & Germany. • Started in 1950 as European Coal & Steel Community: 6 members. • Treaty of Rome 1957 created European Economic Community: EEC • 1973: UK, Denmark & Ireland : 9 members • 1981: Greece, Spain & Portugal : 12 members • Treaty of Maastricht 1993 created the European Union • 1995: Austria, Finland & Sweden : 15 members • 2004: 10 new Members: 25 Member States & 3 EEA CEproof International Ltd www.ceproof.com

  6. The EEC resulted in:- • An ad hoc number of product standards. • Incompatible product standards. • Barriers to trade between Member States. • A lot of languages. CEproof International Ltd www.ceproof.com

  7. This was solved by:- • Development of policy Statements i.e. EC DIRECTIVES • Harmonisation of Product Legislation- Standards i.e. BS/EN/ISO/DIN CEproof International Ltd www.ceproof.com

What’s a Directive? • A policy statement detailing essential requirements for health, safety, consumer protection and environment. • Contains no technical content. • The Directives must be adopted by every member state as national law and therefore becomes enforceable by the national legislative bodies. • Currently 35 Directives – 21 provide for CE marking CEproof International Ltd www.ceproof.com

What’s a Standard? • Not just ISO 9001 • ISO - has 17000 standards and 1100 new each year. • EN - European Norm; harmonised standard. • BS - British Standard; mostly harmonised with EN. • DIN - Deutsches Institut für Normung: mostly harmonised with EN.   10. What does all this mean for NZ manufactures ? • Same rules apply as in the EU. • Need to recognise applicable Directives & Standards. • Mutual Recognition Agreements • Limited to EMC & cranes. • Require Technical File, D of C & OM. CEproof International Ltd www.ceproof.com

  15. EMC 2004/108/EC • Requires involvement of CABs. • CABs based in NZ. • Same as NB in the EU. • Issues Certificate of Compliance. • Sum of CE marked parts do not make the whole. CEproof International Ltd www.ceproof.com

  16. Noise Directive 2000/14/EC • Applicable only to outdoors • Indoor noise subject to EU National Health & Safety policy. • Can be tested in NZ to ISO 3744 • Test sites difficult to find. CEproof International Ltd www.ceproof.com

Achieving compliance – who can help? • Help yourself at first – it’s cheaper! • Obtain / keep paper work from suppliers. • Use CE – EU marked components • Have a documented quality system. • Keep plan revisions up to date. • Don’t reinvent the wheel, know and understand standards. • EU runs on paperwork – be part of it.
