  2. CE Marking • The Directive for building products (DPC) • Aims of the CE marking • The ways to obtain the CE marking • Tasks to do and levels of certification • CE marking • CE marking of the glass products • In practice

  3. The Directive for building products (DPC) European Open market (1975) Same product evaluation base in Europe Directive « CPD » 89/106/CEE 6 essential requirements : -mechanical resistance and stability -safety in case of fire -hygiene, health, environment -safety in use -sound protection -energy insulation Glass Mandate to draft EN standards (TC 129 : glass in building)

  4. The Directive for building products (DPC) • CPD = European Directive (1988) • Applied in the national regulations of the European Union Members • Belgium : Royal Decree 19-08-1998 • The European Community checks the uniformity of this application

  5. The CPD offers The Directive for building products (DPC) • An harmonized system for the technical specifications • A common attestation of conformity system for the technical specifications • A structure of acknowledged organisms • The CE marking of products

  6. The CE Marking • The Directive for building products (DPC) • Aims of the CE marking • The ways to obtain the CE marking • Tasks to do and levels of certification • CE marking • CE marking of the glass products • In practice

  7. What is CE marking ? Aims of the CE Marking • Official definitifion: the CE marking represents the fact that a product is accurate with all the DPC applications regulations • Pratical definition: a passport allowing the product to go over all european borders

  8. CE Marking • The Directive for building products (DPC) • Aims of the CE marking • The ways to obtain the CE marking • Tasks to do and levels of certification • CE marking • CE marking of the glass products • In practice

  9. The ways to obtain the CE marking CPD transposition in the national laws for basic principles and structures Interpretative Documents Mandates Mandates for CUAP (EOTA) for CEN EOTA Harmonized ETAG CE Marking standards guides Transposition into Transposition into national laws national laws CE Marking National procedure for ETA CE Marking (ETAG)

  10. The ways to obtain the CE marking • CEN : - Harmonized standards of products (hEN) - Support standards (EN, f.e. trials and calculation systems, evaluation of the conformity) • EOTA : - Development of European Technical Agreement Guides (ETAG) - Give ETA based on ETAG or via CUAP

  11. The CE Marking • The Directive for building products (DPC) • Aims of the CE marking • The ways to obtain the CE marking • Tasks to do and levels of certification • CE marking • CE marking of the glass products • In practice

  12. Standard hEN : Evaluation of conformity Establishes the links between : - the application of the product (Intended Use) - the declared characteristics (or not) - the level of attestation system Specifies the producer’s role and the role of the organisms of control (Notified Bodies) Tasks to do and levels of certification

  13. Standard hEN : Evaluation of conformity Defines the Initial Type Test and the way of establishing the conformity of the manufactured product Defines the Factory Production Control Contains the Appendix ZA which becomes obligatory after the edition of the Official Paper and gives practical details of the CE Marking Tasks to do and levels of certification

  14. Tasks to do Tasks to do and levels of certification • Initial type testing (evaluation) • Test on manufactured samples • Audit test on samples • Internal control of production • Initial inspection of manufacturing and internal control by a notified body • Continuous supervision, evaluation and judgement of the internal control of manufacturing by a notified body

  15. Levels of certification Tasks to do and levels of certification • 4 levels of certification are foreseen • According to the level, the tasks to be done by the notified body are more or less important

  16. Tasks to do and levels of certification

  17. Notified body Tasks to do and levels of certification • Organism of certification, inspection and test laboratory approved by a state member of the E.U. for a specific work • Notified by a state member of the EU • Published by the European Committee

  18. The CE Marking • The Directive for building products (DPC) • Aims of the CE marking • The ways to obtain the CE marking • Tasks to do and levels of certification • CE marking • CE marking of the glass products • In practice

  19. The CE Marking • Represents the fact that the product fulfils the DPC’s requirements, as mentioned in the different harmonized standards or the ETA’s • Indicates that the product has been properly evaluated regarding the conformity contained in the CPD

  20. Datas to indicate The CE Marking CE Sign of conformity Identification of the notified organism 0123 Any Company Identification of the producer The registered address Registered address of the producer Any Factory Name or identification of the plant of manufacturing Year 99 Year 0123-CPD-0456 Identification of the certificate of conformity EN 197-1 Reference of the European Standard CEM I 42,5R Type and class of the product

  21. Apposition of the CE Marking The CE Marking • How ? - Visibly - Readable - In order to be indelebile • Where ? - Directly on the product - On a fixed label - On the packaging - On the commercial delivery documents • On a website

  22. The CE Marking • The Directive for building products (DPC) • Aims of the CE marking • The ways to obtain the CE marking • Tasks to do and levels of certification • CE marking • CE marking of the glass products • In practice
