  2. Remember the ECOS/EPA Workgroups? I do remember the incentives workgroup!

  3. Goal: More Incentives – Faster Delivery Response: Work with States to deliver Existing Flexibilities and other existing Federal/State incentives

  4. Why Focus on Existing Flexibilities? • Rulemakings take too long, stir controversy, and are often one-size-fits-all • Existing flexibilities are currently available (duh!) • States/EPA are free to deliver without additional federal rulemaking or federal authority • Can be geared to the member facility’s needs

  5. Cataloging Existing Flexibilities • Researching statutes, regulations, policies, and guidance • Developing lists for air, water, and waste • Version 1.0 of catalogue will be made available for PBEPs to offer members • Destined to be a best-seller!

  6. A Closer Look at What We’re Collecting • Existing flexibility • Type (regulatory, administrative, policy) • Brief description • Reference/link • Target audience/applicability • Examples where applied

  7. Examples of Existing Flexibilities • Permit monitoring parameters • Monitoring frequency • Extending length of permit • Flexible permit to avoid iterative revisions • Streamlined reporting • Electronic reporting

Establishing Incentives Delivery Process Create EPA/State workgroup Collect information to inform workgroup (e.g., existing flexibilities, GA incentives workgroup, other state experiences) Convene workgroup meetings/teleconferences Develop approach that EPA and states can use for processing incentive requests, approving, tracking, delivering, and terminating Prepare guidance and revise as necessary PBEP Facility Incentives
