Organization • Operates under the auspices of the Organization of American States (OAS) • Objectives include facilitating and promoting continuous development of telecommunications • 35 Member States and over 200 Associate Members • Permanent Executive Committee (COM/CITEL) • 11 Members, 3 Permanent Consultative Committees and 1 Working Group

Organization (cont) • Members of COM/CITEL for 2006-2010 period: • Argentina, Brazil, Canada, Chile, Colombia, Ecuador, Dominican Republic, Peru, United States of America, Uruguay, Venezuela • Members of Permanent Consultative Committees and Working Group are all Member States of the OAS, Associate members that represent private telecommunication associations or companies, permanent observers and regional and international organizations • Permanent Consultative Committees • PCC-I: Telecommunication Standardization • PCC-II Radiocommunication including Broadcasting • Steering Committee • Conference Preparatory Working Group

PCC-II Mandates • In accordance with the ITU Radio Regulations and taking into account ITU recommendations: • To promote among Member States harmonization in the utilization of the radio frequency spectrum and the operation of radiocommunication services, including broadcasting, in all their different modalities, bearing especially in mind the need to prevent and avoid, to the extent possible, harmful interference. • To stimulate and foster the development of radiocommunication services, including broadcasting, in the region • To promote the development and implementation of modern technologies and new radiocommunication services, including broadcasting, specifically their technical and operational aspects, to meet the needs of Member States • To undertake the coordination of regional preparations forITU World and Regional Radiocommunication Conferences, including the preparation of Inter-American Proposals (IAPs) and common positions, as well as to undertake inter-regional consultations in preparation for these conferences • To undertake a coordinated effort with the different CITEL Groups in those areas that, by their very nature, lend themselves to joint action • To undertake the coordination and harmonization of standards related to spectrum use such as over-the-air broadcasting and common air-interfaces for radiocommunication services.

PCC-II Organization • 5 Working Groups • Working Group 1 deals with CITEL preparations for Regional and World Radiocommunication Conferences • Terms of Reference • Coordinate the development of common proposals and interamerican proposals on issues related to Radiocommunication and Broadcasting to be addressed by ITU Regional and World Radiocommunication Conferences. • Coordinate the relationship and information exchange with other regions on issues under its responsibility • Coordinate CITEL’s work during Regional and World Radiocommunication Conference. • Coordinate mutual interest topics with other PCC.II Working Groups. • Authorities • Chair: Ms. Paula Cordoba (Argentina) • Vice Chair: Mr. Joao Carlos Fagundez Albernaz (Brazil)

  6. Current Status of CITEL Proposals • Agenda Item 1.3 • Primarily reflects inputs from Canada and USA • Upgrade RL in 9-9.2 GHz and 9.3-9.5 GHz • With footnote to protect ARNS/RNS • TBD for EESS and Space Research • Agenda Item 1.4 • Reflects input of Brazil • Supports ongoing studies

Current Status of Proposals (cont) • Agenda Item 1.5 • Draft Proposal reflects the view of the USA • Formal definitions not needed for “aeronautical telemetry” and “aeronautical telecommand” • Operational command and control of remotely-piloted aircraft should not be considered under AI1.5. • Agenda Item 1.6 • Contributions from Brazil, Canada and USA • No consolidated draft proposal
