Reforms to the Video Recordings Act 1984 There is currently a petition underway to reform the VRA, this reform would allow self funded and independent filmmakers to make money from their own films by opting for the voluntary 18 certificate Currently the BBFC charges between £615 and £730 to certify a film. Opting for the voluntary 18 certificate would take that cost out of producing independent films, allowing small time productions to sell and market their own wares
