Leader Development • Develop and implement a maneuver leader training and education strategy to develop agile adaptive leaders committed to the Army profession who possess the knowledge, skills, abilities, and attributes to be successful on complex battlefields. “Men will follow a good leader practically anywhere and under any conditions of battle. Therefore, the placing in positions of leadership of the right men is the most important safeguard for success in battle that a commander can have.” MG Ernest Harmon
Training • Institutionalize lessons and innovate to ensure that our Soldiers and Leaders are grounded in the fundamentals and prepared to fight, lead, and win across the range of military operations in complex, uncertain, and changing environments. “Excellence is an art won by training and habitation. Combat Development • Develop capabilities in our combat formations to seize, retain, and exploit the initiative across the range of military operations. “It is not so much the mode of formation as the proper combined use of the different arms which will ensure victory.” Lieutenant-General Antoine-Henri Baron de Jomini
Doctrine • Review, revise, and apply doctrine to consolidate lessons of recent armed conflict and ensure maneuver leaders and units are prepared to fight and win across the range of military operations. The ability to fight as a combined arms team – to integrate fire and maneuver and appropriate combinations of infantry, mobile protected firepower, offensive and defensive fires, engineers, Army aviation, and joint capabilities – will remain the Army’s most fundamental and important competency. Adapt MCoE • Adapt MCoE organization, personnel, and processes, and collaborate with other CoEs, services, and research organizations to improve the combat effectiveness of the Maneuver Force through integrated doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF). “Because tight centralized control of operations isn’t possible or desirable…all Regimental leaders must train their juniors to do the right things and then trust them to act independently…Leaders must teach and practice mission orders.” COL L.D.
