R 340.1783Temporarily approved teachers of students with disabilities MDE may grant an approval when: • A person holds a valid MI teaching certificate • The employing superintendent certifies that the district conducted a search for a fully qualified person and that no certified teacher who holds full approval or endorsement for the position was available at the time of the assignment.   7. R 340.1783Temporarily approved teachers of students with disabilities • A person must be accepted into the appropriate Michigan university/college program of training matching the category of assignment prior to signing the approval request form.

  11. Question: Can a temporary approval for a director of special education be given to a candidate who has just enrolled in a approved program for directors of special education; and has taken no course work?

Answer • No, a candidate for temporary approval for a director of special education must have twelve semester or equivalent hours of graduate credit and a successful 200– clock hour practicum in special education administration, in addition to the other requirements in Rule 340.1771 coursework complete

  16. Transition Coordinator • R 340.1799g Transition coordinator; requirements. • Rule 99g. (1) Full approval as a transition coordinator shall be granted by the department to a person who meets all of the following requirements: • A bachelor’s or graduate degree in special education or a field related to transition of youth with disabilities into adult life roles. Related fields include, but are not limited to, general and vocational education, vocational rehabilitation, and counseling. • Cont.

  17. Transition Coordinator R 340.1799g Transition coordinator; requirements. Rule 99g. (1) Full approval as a transition coordinator shall be granted by the department to a person who meets all of the following requirements: (b) A minimum of 3 years of satisfactory teaching experience in special or vocational education at the secondary level; or a minimum of 3 years of satisfactory employment providing transition-related service to individuals with disabilities between the ages of 13 to 26 years. Transition-related services include, but are not limited to, vocational rehabilitation, employment, counseling, independent living, and mental health. A person with a master’s degree in special education or field related to transition of youth with disabilities into adult life roles shall be credited with 1 year of employment. Cont.

(1) Full approval as a transition coordinator shall be granted by the department to a person who meets all of the following requirements: (c) Approval under competencies and procedures established by the state board of education. (2) Within 2 years of the effective date of this rule, a person with documented successful experience in providing transition coordination services under the transition services grant for transition shall be approved as a transition coordinator

Timelines That Affect Approvals • Candidate hired for Temporary Approval for 2006-2007 school year (Candidate is enrolled in a program). • - Continuing Temporary Approval for 2007-2008 School Year, timeframe for coursework to be taken for minimum of 6 credit hours in a planned program for the appropriate endorsement is : September 1, 2006 - August 31, 2007

No Child Left Behind Act • Highly Qualified Teachers: • The NCLBA requires school districts to only assign a Highly Qualified teacher to teach a core academic subject beginning with fall classes in 2006-2007. The core academic subjects are: English, reading, Language Arts, mathematics, science, foreign languages, the arts (music. visual art, dance), history, geography, economics, government/civics). Any teacher who provides direct instruction in a core academic class must be Highly Qualified for the assignment.

No Child Left Behind Act • Highly Qualified Teacher: • Demonstrating Competence: • Full state certification, including appropriate endorsements or authorizations • At least an earned bachelor’s degree • One of the following: • An academic major or its equivalent • Successful testing in the subject • An advanced degree in the subject or related to the teaching of the subject • National Board Certification • Any of the HOUSSE options (please note that HOUSSE options will end June 30, 2007)

No Child Left Behind Act • Highly Qualified Teachers: • Special education teachers who provide direct instruction (the sole provider of instruction) in a core academic subject must be Highly Qualified to teach the subject. • Additional options available: • Take and pass the MTTC general elementary test • Identify 18 credits from a master’s program supporting teaching content to special education students • Complete a specific portfolio available to special education teachers to cover all content the teacher may be asked to teach to special education students.

NCLB - Highly Qualified and Special Education Teachers • Only special education teachers who teach core academic subjects must meet HQ requirements. • Who does not need to meet HQ requirements? • Teacher consultants; • Resource room teachers who do not teach core academic subjects for a grade or credit; • Early Childhood Special Education Teacher

  28. Approvals- NCLB-HQ • An option in NCLB allows a teacher to be highly qualified if he/she is participating in an alternative route to certification. • This would apply to persons under Special Education Personnel Approval as defined under Rule 340.1783

  29. Approvals- NCLB-HQ • Persons who have been hired through the special education personnel approvals process in Michigan are considered to be highly qualified (fora maximum ofthree years) through their participation in an alternative route to certification.

Highly Qualified Teachers under an Approval Individuals who are employed by a local district under an alternative route to certification program must: • Participate in a program of intensive supervision that consists of structured guidance and regular ongoing support for teachers, or a teacher mentoring program;

Highly Qualified Teachers under an Approval • Receive high-quality professional development that is sustained, intensive, and classroom-focused in order to have a positive and lasting impact on classroom instruction, before and while teaching; • Assume functions as a teacher only for a specified period of time not to exceed three years; and Cont.

  32. Highly Qualified Teachers under an Approval • Demonstrate satisfactory progress toward full certification as prescribed by the state. • Meet the HQ federal requirements.

Additional Requirements for HQ Special Education Secondary Teachers under an Approval: • Teachers that have a secondary certificate with endorsements in special education only must: • Choose one of the options available to secondary teachers to become highly qualified to teach a core academic subject • Once this step is complete an approval can be done

  34. Timeline for Approval-HQ • The timeline for meeting this requirement is contingent upon the date of employment. If hired prior to the first day of school in the 2003-04 school year, and working under temporary or continuing temporary approval, the teacher must meet the requirements by the end of the 2005-06 school year. • All other candidates may only function under a temporary or continuing temporary approval for three years effective on the date of hire for that position within the school district to be considered “Highly Qualified.”

  37. NCLB – Highly Qualified • First year that HQ requirements are not met Technical Assistance will be given to districts • Second year that HQ requirements are not met 5% of Title I and possibly all of Title II funds will be directed toward resolving the issue.
