TsunamiReady Improvement - Strategy Overview Vision Strengthened TR program that encourages tsunami resilience rather than minimal readiness • RESILIENCE through TR: • Comprehensive mitigation, preparedness, response and recovery guidelines • Sustainability possible through new structure • Meaningful integration of social science in the new structure TR Improvement GAPS CHANGES OUTCOMES • Tsunami hazard preparedness better integrated into coastal community culture • TR communities more capable of dealing with tsunami events • Improved measurement of TR value to the American taxpayer • TR only promotes minimal readiness • Focus must be on high hazard tsunami regions • Need to “raise the bar” • NTHMP leadership on TR • New TR program structure 09 10 11 12 13
TsunamiReady Improvement-Implementation Plan Timeline 2009 (MES-EC) Winter 2010 (MES-EC) Spring 2010 Summer 2010 Fall 2010 Winter 2010-11 2011-12 Created and refined draft of new TR guidelines - Finalize TR ‘grandfathering’ strategy New TR web site/portal - Update briefing to NTHMP - Conduct stakeholder review of draft of new TR guidelines and integrate key findings Community Pilot Projects - Finalize point system for new TR guidelines Established Mandatory vs. optional guidelines OMB TR application approval Present final draft of new TR guidelines to NTHMP-CC for final approval Resolved population guidelines - Create and review supporting documentation (explanations, examples, etc) for each guideline (200) TR Policy & Operating Plan update Developed Implementation plan for new TR guidelines - Integrate NAS and GAO recommendations and finalize draft of new TR guidelines for full review National roll-out National inventory of target TR communities Implementation - Establish web mechanism and database to capture stakeholder review feedback or = planned = completed = in progress
