Pivot foot and Pitching plateRule 6-1-3 From the SET POSITION Pitchers are no longer required to have their entire pivot foot in contact with the pitcher’s plate. Legal www.nfhs.org
Pivot foot and Pitching plateRule 6-1-3 SET POSITION The pitcher shall stand with his entire non-pivot foot in front of a line extending through the front edge of the pitcher’s plate and with his pivot foot in contact with or directly in front of and parallel to the pitcher’s plate. BaseballsRule 1-3-1 The ball shall meet the current NOCSAE standard for baseballs effective January 1, 2020, which is an extension of the original implementation date of January 1, 2019. Balls that only have the NFHS Authenticating Mark are permissible for the 2019 season. Please remember that for all AIA games the baseball must have the NFHS stamp! www.nfhs.org
Rule 8-2-6l • l. Last Time By. If a runner correctly touches a base that was missed (either in advancing or returning), the last time he was by the base, that last touch corrects any previous baserunning infraction (Exception 8-4-2q). • Rationale: Per 8-4-2q, a runner cannot correct the baserunning infraction once he touches a succeeding base while the ball is dead even if he correctly touches all bases the last time by. If he corrects PRIOR to the ball becoming dead, Last Time By applies. www.nfhs.org
Sportsmanship — National Anthem STandoff National anthem standoffs do not reflect education-based athletics. Staring down opponents after the national anthem to try to intimidate them or refusing to leave the respective baseline before the other team departs is juvenile and disrespectful. Offenders will be first warned to go to their respective dugouts or position. If the warning is not heeded, then warn the Head Coach. Last resort of the umpire will be to eject the offenders and the Head Coach from the game. www.nfhs.org
Compliant of Player’s equipment – Body/Chest protector Per a rule change approved in 2017, the catcher’s body/chest protector shall meet the NOCSAE standard effective January 1, 2020. www.nfhs.org
Compliant of Player’s equipment - Helmets A face mask/guard attachment specifically designed for a particular helmet model may be attached after manufacture, provided that procedure is approved by the manufacturer and meets the NOCSAE standard at the time of manufacture. www.nfhs.org

BatsRule 1-3-2a2 Bats shall not have exposed rivets, pins, rough or sharp edges or any form of exterior fastener or attachments that would present a potential hazard. ILLEGAL www.nfhs.org
Coach physically assisting runnerRules 2-21-1c, 5-1-2f, Dead Ball and Delayed dead ball table Rule language was updated to better reflect the 2017 rule change regarding a coach physically assisting a runner during playing action. If a runner is physically assisted by a coach, the runner is called out immediately and the ball remains live. www.nfhs.org
Enforcement of NFHS Jewelry rule Jewelry, including necklaces, bracelets and earrings shall not be worn except for religious or medical medals. A religious medal must be taped and worn under the uniform. A medical alert must be taped and may be visible. WRISTBANDS are ILLEGAL and should be removed! www.nfhs.org
Proper Pitching positions The windup is the second of two legal pitching positions. For the windup, the pitcher’s non-pivot foot shall be in any position on or behind a line extending through the front edge of the pitcher’s plate. LEGAL www.nfhs.org

Batter Hit by Pitch • 5.1.1a - …the ball becomes dead when a pitch touches a batter or his clothing….even if he swings at the pitch. • 7.3.4 – The batter shall not… permit a pitched ball to touch him. Baseball Training Videos Presented by AZBOA “training the High School Umpire!”
Let’s break the rule down: • 8.1.1d .1 – if he permits the ball to touch him…the hitting of the batter is disregarded. • We ignore the batter being hit by the pitch “if he permits” the pitched ball to hit him. • We will call time. Let’s break the rule down.. • 7.3.4 – The batter shall not… permit a pitched ball to touch him. • SHALL NOT PERMIT…..this is the key to correctly identifying if the batter is to be awarded first base or not. Baseball Training Videos Presented by AZBOA “training the High School Umpire!”
Defining “shall not permit”: • Batter shall not permit a pitched ball to hit him….. • in the strike zone OR any area over the plate • by intentionally moving any part of body into pitch • leaning into or rolling into the pitch • by freezing and not moving. • Batter is entitled to 1st base if the ball hit’s him….. • (as long as none of the above take place) • as he is moving away from the pitch • if the ball moves into the batter such as fastball running or tailing into the batter. • ducking from the pitch Baseball Training Videos Presented by AZBOA “training the High School Umpire!”
Key Ideas: • Did the Batter swing at the pitch? • The ball hit the Batter or the batter moved to the ball? • Penalize the pitcher for pitches that run or tail into the batter! • Penalize the Batter for intentional acts! • Was the pitch a Strike? • Understand “shall not permit” Baseball Training Videos Presented by AZBOA “training the High School Umpire!”
These ideas are not hard and fast… only guidelines to help with a decision • Key Ideas: • Did the ball hit the batter OR the bat? It happens fast….if unsure CALL TIME (if the ball is foul)! • Calling Time gives you an extra second to process what just happened… • Process the sound you heard….what you witnessed… • Read the body language of the batter. If he reacts in pain immediately it more than likely hit him…. • If in doubt look at where the ball supposedly struck him. Redness or welt = go to first. No marking = stay at the plate.
